i~�,c�` _ <br />.�.�,, ...._1 . 1 1 1 <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />�.-�-- �---� <br />Date: August 10, 2015 <br />Item No.: 14.b <br />City Manager Approval <br />Item Description: Twin Lakes Phase Three Approve Plans and Authorize Advertisement for <br />Bids <br />BACKGROUND <br />In 2001, the Roseville City Council approved the Twin Lakes Business Park Alternative Urban <br />Areawide Review (AUAR) and further updated the AUAR in 2007 as required by law. Since <br />that time, the City has allowed the AUAR to expire, but the overall infrastructure plan that was <br />approved in the AUAR has been implemented in phases. As an example, Phase I of the Twin <br />Lakes Parkway project was installed in 2009 with Phase II following in 2010. Additional <br />improvements were made as part of the Walmart development in 2013. To date, the <br />improvements have followed the alignment of the roadway as recommended in the Twin Lakes <br />Business Park AUAR. <br />The City has also invested significant resources into securing right-of-way for the future <br />extension of Twin Lakes Parkway. At this point, with the possible exception of some temporary <br />easements that may be needed for actual construction, the City now controls the right-of-way for <br />the final extension of Twin Lakes Parkway to Fairview Avenue. <br />� At their March 2, 2015 meeting, the City Council voted to award a design services contract to <br />SRF Consulting Group for the final design of the extension of Twin Lakes Parkway from Prior <br />� Ave to Fairview Ave. The preparation of plans has been ongoing since that time. <br />Attached is a layout of the proposed roadway extension along with the display boards that were <br />presented to the public at a recent Open House to detail some of the specific design elements. <br />On July 30, 2015, an Open House was held in the City Council chambers to present the layout of <br />the proposed extension, take input on the streetscape elements of the project and answer any <br />questions residents or business owners may have about the project. <br />About 20 people attended the meeting and four formal comments were received. The comments <br />are attached. One comment was focused on the potential Wheeler Street closure at Wheeler St <br />and County Road D, the other three written comments were in support of the roadway extension. <br />Several of the attendees did express continued concern over traffic impacts on Fairview Ave and <br />the residential area north of the Twin Lakes Parkway and Fairview Ave intersection. Also there <br />was concern regarding potential environmental impacts to Langton Lake Park, the stormwater <br />ponds and the wetland areas around the project area adjacent to and within Langton Lake Park. <br />The overall feedback on the proposed streetscape elements favored continuing the bands of <br />stamped and colored concrete along the curb lines, medians and within the concrete pathway. An <br />extension of the in place pedestrian level lighting was also favored. <br />Page 1 of 2 <br />
