It is estimated <br />53 that each department spends approximately 8 hours staffing their booth, planning for the <br />54 fair and setup/takedown. City Council, RHRA Board and some of the other <br />55 commissioners do volunteer for assisting with staffing of the booths during the day of the <br />56 event. Estimated payroll costs for HRA staff time is $38,000. The estimated cost for <br />57 <br />58 <br />59 <br />60 <br />61 <br />62 <br />63 <br />city department's support is $2,000. Rough total for production of fair other than costs <br />in Attachment A is $40,000. <br />Attachments B and C provide the feedback staff has received from both vendors and <br />attendees. <br />Fair Alternatives <br />64 Third-Party Contractor <br />65 The RHRA could contract with a third party to put on the Fair. Staff requested a bid from <br />66 Castle Vision, the company that currently manages the North Suburban Home & Garden <br />67 Fair, to execute all aspects of the Fair. Attached is a proposal from Castle Vision that <br />68 shows the cost for the third-party services, which is $9,600-$12,000 and also associated <br />69 Fair Expenses such as postage and printing estimated to be $2,500-$3,500 (see <br />70 Attachment D and E). This cost estimate does not include the RHRA staff time that <br />71 would be needed to provide direction and work on day of event which is estimated to be <br />72 20-30 hours of the Executive Director and 30-40 Hours of HRA Assistant. Additionally, <br />73 <br />74 <br />75 <br />76 <br />77 <br />78 <br />the other City staff time noted above would still be needed for setup/takedown and <br />putting on some of the activities the day of the event. The estimate payroll costs for HRA <br />staff time is $3,000. There would still be a need for city department's support of $2,000. <br />Tota] possible costs are roughly $17,100-$20,500. <br />Join with the North Suburban Home & Gaaden Fair <br />79 Another alternative would be for the City of Roseville/RHRA to participate in the North <br />80 Suburban Home and Garden Fair, which is a partnership between the cities of Blaine, <br />81 Fridley, Mounds View, and Columbia Heights (New Brighton is also considering <br />82 participating in the 2016 North Suburban Fair). That fair is held the first Saturday of <br />83 February at the Blaine National Sports Center. The cost to participate for Roseville <br />84 would be $2,000. In exchange for this fee, the North Suburban Fair would provide a <br />85 booth for the City of Roseville up to 20 feet wide. There would still be some RHRA <br />86 participation to be on the planning committee of the Fair in addition to having <br />87 representation of some Roseville Departments. Because of distance from Roseville to <br />88 Blaine, this alternative may not result in very good Roseville attendance.
