308 RFP process and begin negotiations in 2016 as the contract with Eureka Recycling <br />309 expires, and as those market issues continue to evolve. <br />310 <br />311 Mr. Culver noted that, as heard at the recent annual report from Eureka, they had <br />312 already addressed reduced revenues being seen and fewer revenue share dollars to <br />313 the City, which would in turn impact the City's recycling fee in 2016 to its residents <br />314 due to that reduced market for plastics, colored/sorted glass. Mr. Culver admitted <br />315 this is disappointing given past history and anticipation of how the contract would <br />316 work when entering into the agreement with Eureka. Mr. Culver advised that staff <br />317 was in the early stages of discussing the next RFP for that service contract, which <br />318 would come before the PWETC for review and recommendation to the City <br />319 Council. Mr. Culver stated that, depending on how the market plays out, either <br />320 positive changes will be seen as the market rebounds, or it will be a rude awakening <br />321 as a new contract is pursued. <br />322 OL <br />323 Since the City of St. Paul is beginning their RFP process for an organics and <br />324 recycling vendor(s), Member Wozniak opined that their decision on a vendor could <br />325 impact the City of Roseville's choice of vendors ell, since"111 also serves <br />326 that City, and may go in filar directions. <br />327 1110l� <br />328 For the benefit of new commissioners, Ch it Stenlund noted the PWETC's <br />329 development of an RFP that uses a Best Value Procurement process to obtain the <br />330 best environmental services possible for residents and the City; with a scaled <br />331 system to rank and weight proposals, reflecting Roseville values.
