��� <br />� <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />r�. <br />Date: January 12, 2015 <br />Item No.: 8.f <br />City Manager Approval <br />Item Description: Award Contract for Engineering Services for Rehabilitation of St. Croix <br />Lift Station <br />BACKGROUND <br />Staff has identified a need to rehabilitate and upgrade the St. Croix storm sewer lift station. This <br />lift station is located off of St. Croix Street between Terminal Road and North Highway 36 <br />Service Drive. The station was constructed in 1967 and designed to provide pumping relief for <br />the Fulham pond during storm events and spring runoff in order to protect the adjacent properties <br />from flooding. Staff has identified the following deficiencies with the lift station: <br />• The existing utility power transformer is located within the 100-year floodplain. <br />• The electrical panels are outdated and obsolete. <br />• There is currently no standby power available to this lift station. <br />• The concrete structure has some cracking and areas of missing concrete. <br />• Weeds, trash and other types of debris occasionally plug the intake. <br />• There is poor access for maintenance. <br />• This station can produce flooding downstream if the existing large pump is used too <br />long in conjunction with the smaller pump. <br />The lift station is on the City's capital improvement plan for upgrade. <br />Staff has developed a scope of wark for the engineering services needed to rehabilitate this lift <br />� station. This includes preliminary engineering, including hydraulic modeling, design, <br />preparation of bid documents, construction administration and inspection services, and <br />preparation of operations manuals for this lift station. The schedule we proposed will allow us to <br />award a contract for the construction work in May or June and complete construction by late fall <br />or early winter 2015. We have received three (3) proposals for this work and have reviewed and <br />scored them utilizing a best value format.
