REQUEST FOR COUNCIL ACTION
Department Approval
r.
Date: January 12, 2015
Item No.: 8.f
City Manager Approval
Item Description: Award Contract for Engineering Services for Rehabilitation of St. Croix
Lift Station
BACKGROUND
Staff has identified a need to rehabilitate and upgrade the St. Croix storm sewer lift station. This
lift station is located off of St. Croix Street between Terminal Road and North Highway 36
Service Drive. The station was constructed in 1967 and designed to provide pumping relief for
the Fulham pond during storm events and spring runoff in order to protect the adjacent properties
from flooding. Staff has identified the following deficiencies with the lift station:
• The existing utility power transformer is located within the 100-year floodplain.
• The electrical panels are outdated and obsolete.
• There is currently no standby power available to this lift station.
• The concrete structure has some cracking and areas of missing concrete.
• Weeds, trash and other types of debris occasionally plug the intake.
• There is poor access for maintenance.
• This station can produce flooding downstream if the existing large pump is used too
long in conjunction with the smaller pump.
The lift station is on the City's capital improvement plan for upgrade.
Staff has developed a scope of wark for the engineering services needed to rehabilitate this lift
station. This includes preliminary engineering, including hydraulic modeling, design,
preparation of bid documents, construction administration and inspection services, and
preparation of operations manuals for this lift station. The schedule we proposed will allow us to
award a contract for the construction work in May or June and complete construction by late fall
or early winter 2015. We have received three (3) proposals for this work and have reviewed and
scored them utilizing a best value format. The following are the proposals received and the
scoring by staff:
Score Cost
Bolton & Menk, Inc. 92 $49,830.00
SEH, Inc. 91 $58,817.00
Stantec Consultin Services, Inc. 79 $79,698.00
Page 1 of 2
