,- Staff interviewed the project teams from Bolton & Menk, Inc. and SEH, Inc. Staff is <br />�� recommending award of the contract to SEH, Inc. While the contract cost for SEH is higher, <br />� they have planned more hours in the workplan than Bolton & Menk, resulting in a lower hourly <br />�. rate. Staff feels their proposal more accurately reflects the complexity of this project. SEH also <br />., has extensive background with the City's storm sewer system, as they completed the <br />� Comprehensive Surface Water Management Plan Update in 2011. SEH also has historic <br />. knowledge with the St. Croix lift station in particular. They reviewed the modeling that was <br />. completed in 2005 for the expansion of the nearby Bonestroo building, and also completed the <br />� original design in 1967 (Banister Engineering). <br />. POLICY OBJECTIVE <br />.. One of the goals from the City's Comprehensive Surface Water Management Plan (CSWMP) is <br />� to provide flood protection for all residents and structures as well as protect the integrity of <br />� conveyance channels and storm water detention areas. Staff seeks to find the most cost effective <br />. purchasing opportunities to meet budgetary and operational objectives. <br />FINANCIAL IMPLICATIONS <br />-�� We are proposing the city's cost for this improvement will be funded by the Storm Sewer Utility <br />fund. The estimated construction cost for this project is $400,000 and will be further refined <br />- through the design phase of the project. This is a capital need included in the capital <br />improvement plan. <br />STAFF RECOMMENDATION <br />Staff recommends award of a contract to SEH, Inc. for this work. <br />REQUESTED COUNCIL ACTION <br />Motion awarding an engineering services contract to SEH, Inc., in an amount not to exceed <br />$58,817 for engineering services for the rehabilitation of the St. Croix storm sewer lift station. <br />Prepared by: Kristine Giga, Civil Engineer <br />Attachments: A: Location Map <br />Page 2 of 2 <br />
