Exhibit A <br />4;; On November 13, 2014, the Development Review Committee (DRC) met to review the <br />4� submitted plans. Following are the DRC's comments: <br />4� The proposed development is requesting access along Iona Lane, Mount Ridge Road (shared), <br />4s and Cleveland Avenue, which access points and the impact of the overall development on the <br />4� surrounding Transportation system will be evaluated by a Traffic study cammissioned by the <br />�� City of Roseville. The developer is required to pay their share ($2646.00) of this study with the <br />4�; development to the south also sharing in the cost. <br />47 The access to Cleveland Avenue will need to be approved by Ramsey County. The Ramsey <br />�3 County Traffic Engineer has received a copy of the proposed plat and site plan and has been in <br />4��� communication with the Roseville City Engineer. Should the traffic study support access along <br />5o Cleveland Avenue, a separate permit application must be completed by the developer through <br />5� Ramsey County. That permit request should be completed prior to final plat approval. <br />a2 The DRC views the proposed hotel development site and the proposed development site to the <br />5� south as a unified development and therefore, has required shared access between the two sites <br />5�^ and has recommended that both development teams work together to address grade issues while <br />5� minimizing the use of retaining walls, if at all possible. The DRC also strongly encourages the <br />5� development teams to coordinate storm water mitigation requirements. This coordination will <br />5� minimize infrastructure costs, improve customer experience, and reduce demands on adjacent <br />58 streets. <br />5g The developer/applicant is required to submit an application with the Rice Creek Watershed and <br />6o with the City of Roseville to address storm water requirements, which should be completed prior <br />6�1 to final plat approval. <br />s2 A detailed review of utility connections will be conducted by the City Engineer at the time of <br />63 final plat submittal and must be approved prior to final plat approval. <br />6�r Drainage and utility easements will be required along the perimeter of the developed ]ot with a <br />6� width determined by the City Engineer. Also, sufficient right-of-way or easement will be <br />6�� required, as well as the construction of a pathway by the developer/applicant along the east side <br />6� of Cleveland Avenue from Iona Lane to the south limits of the development. <br />6� At its meeting of November 6, 2014, Roseville's Parks and Recreation Commission reviewed the <br />6�; proposed PREL�Ivt�NAxY PLAT against the park dedication requirements of § 1103.07 of the City <br />7o Code and recommended a dedication of cash in lieu of land. <br />7'i PUBLIC COMMENT <br />72 At the time this report was prepared, Planning Division staff has not received any <br />�3 communications from the public about the preliminary plat request. <br />7'a OUTSIDE AGENCY REVIEW <br />7:� Because this proposed plat lies adjacent to a Ramsey County roadway (Cleveland Avenue), the <br />7� County Traffic Engineer has been provided a copy of the preliminary plat and asked to provide <br />z� comments.
