Department Approval <br />�1�'�, <br />�A J J / J <br />�. <br />REQUEST FOR COUNCIL ACTION <br />Date: 1-12-15 <br />Item No.: <br />City Manager Approval <br />��� <br />Y' l� <br />Item Description: A request from Roseville Senior Apartments Building located at 1045 <br />Larpenteur for an exemption from Roseville's Chapter 908 Ordinance for <br />Rental Licensing for Multifamily Rental Properties of five or more units. <br />BACKGROUND <br />• The subject property is a 127 unit senior apartment building located at 1045 Larpenter Avenue. <br />• The structure was built in 1978 and is approximately 36 years old. <br />• The current owner is listed as the Good Neighbor Senior Apartment Partnership of Woodbury, <br />MN. The property is managed by the Stanley Management Company, who has initiated this <br />request. <br />• The exemption request is based upon the numbers of inspections already being performed each <br />year by other regulatory agencies, stating their tenants object Co the numbers of intrusions into <br />their apartments (see attachment). <br />• Numbers of inspections required under Roseville's rental license program (based on license type <br />� obtained): <br />�� o With a Type A license, each tenant would be subject to 1 inspection every 12 years <br />(inspecting 25% of units every 3 years). <br />o With a Type B license, each tenant would be subject to <br />(inspecting 25% of units every 2 years). <br />o With a Type C license, each tenant would be subject to <br />(inspecting 25% of units every year). <br />o With a Type D license, each tenant would be subject to <br />(inspecting 25% of units every 6 monChs). <br />1 inspection every 8 years <br />1 inspection every 4 years <br />1 inspection every 2 years <br />• Rental License Ordinance inspections: <br />� o Include inspection of elements not normally inspected by other agencies, such as <br />compliance with the City's Building Maintenance and Preservation Code (which was <br />written from a nationally recognized standard). <br />o Include inspection of the exterior property, the exterior of the building, common areas <br />inside the building and 25°Io of the individual units. <br />■ Common areas inside older building have been particularly problematic with a <br />]ack of maintenance to the older mechanical systems. <br />o Virtually all oCher apartment buildings inspected to date have had violations requiring <br />corrections (some significant, some not). <br />• There are other developments in Roseville in the same or similar position of having multiple <br />agency visits, and all are complying with the program. <br />Page 1 of 2 <br />
