POLICY OBJECTIVE <br />It is the purpose of Roseville's Rental License ordinance to assure that Multifamily Rental Dwellings <br />(MRDs) with 5 or more units in Roseville are decent, safe, sanitary, and well maintained. The <br />implementation of an MRD licensing program is a mechanism to ensure that rental housing will not <br />become a nuisance to the neighborhood; will not foster blight and deterioration; and/or will not create a <br />disincentive to reinvestment in the community. The operation of an MRD is a business enterprise that <br />entails responsibilities. Operators are responsible to assure that residents and children may pursue the <br />normal activities of life in surroundings that meet the following criteria: safe, secure, and sanitary; free <br />from crimes and criminal activity, noises, nuisances, or annoyances; and free from unreasonable fears <br />about safety of persons and security of property. <br />Property maintenance through the rental license ordinance is a key tool to preserving high-quality <br />� residential neighborhoods. In addition, the Land Use chapter (Chapter 3) and the Housing and <br />Neighborhoods chapter (Chapter 6) of the Comprehensive Plan support the City's efforts to maintain <br />livability of the City's residential neighborhoods with specific policies related to property maintenance <br />and code compliance. Policy 61 of Chapter 3 states that the City should promote maintenance and <br />� reinvestment in housing and Policy 2.6 of Chapter 6 guides the City to use code-compliance activities <br />as one method to prevent neighborhood decline. <br />FINANCIAL IMPACTS <br />The cost of Roseville's rentallicense program upon the Roseville Senior Apartment Building (with 127 <br />� units) would be: <br />•$20.00 per unit x 127 units =$2,540.00 <br />• $100.00 per building = $100.00 <br />• Tota1= $2,640.00 <br />• Yearly Cost: <br />o With a Type A license: $880.00 per year <br />o With a Type B license: $1,320.00 per year <br />o With a Type C license: $2,640.00 per year <br />� o With a Type D license: $5,280.00 per year <br />STAFF RECOMMENDATION <br />�� Staff recommends that the Council deny Roseville Senior Apartment Building's request for an <br />exemption from Roseville's rental license program and require the building be licensed and inspected <br />as per City Code Chapter 908. <br />REQUESTED COUNCIL ACTION <br />Deny Roseville Senior Apartment Building's request for an exemption from Roseville's rental license <br />program and require the building be licensed as per City Code Chapter 908. <br />Prepared by: Don Munson, Permit Coordinator <br />ACtachments: A: Map of 1045 Larpenteur Avenue <br />B: Exemption request letter <br />C: Email regarding request for exemption <br />Page 2 of 2 <br />
