<br />CITY OF ROSEVILLE <br />ORDINANCE NO. 1075 <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />* <br /> <br />AN ORDINANCE ADDING CHAPTER 170 TO THE CITY CODE OF THE CITY <br />OF ROSEVILLE PROVIDING REGULATIONS FOR THE TREATMENT AND <br />DISPOSAL OF SOIL CONTAMINATED WITH PETROLEUM PRODUCTS. <br /> <br />The City Council of the City of Roseville, Minnesota, does <br /> <br />hereby ordain: <br /> <br />I. <br /> <br />The City Code of the City of Roseville is amended by adding <br /> <br />a new Chapter 170 to read as follows: <br /> <br />170. TREATMENT AND DISPOSAL OF SOIL CONTAMINATED WITH <br />PETROLEUM PRODUCTS <br /> <br />170.010. Policv. It is the policy of the City to <br />protect the health, safety, and welfare of those residing in <br />and working in the City by providing regulations dealing <br />with the ~reatment and disposal of soil contaminated with <br />petroleum products. The City intends to supplement the <br />regulations imposed by the MPCA and to work in conjunction <br />with that agency with regard to treatment and disposal of <br />such contaminated soil. Given the large number of petroleum <br />related businesses located within the City and the number of <br />contamina"ted soil incidents generated within the City as a <br />result of such businesses, it has been determined by the <br />City Council that it is not appropriate for contaminated <br />soils froJn outside of the City to be imported into the City <br />for treabnent or disposal. <br /> <br />170.020. Definitions. For the purposes of this <br />ordinance" the following definitions apply: <br /> <br />a) contaminated soil means soil material which has <br />been contaminated by petroleum products including, <br />but not limited to, gasoline, diesel fuel, fuel <br />oil, or motor oil. Such contamination may result <br />from direct spills of such material or from <br />gradual seepage from leaking tanks. <br /> <br />b) City means city of Roseville. <br /> <br />c) Disposal means those methods of final handling of <br />contaminated soil neutralized by use of one of the <br />MPCA authorized treatment methods including <br />placement or burial on-site or off-site removal. <br />
