<br />e) Hearing. The City Council will hold a hearing on <br />each application for a permit to treat or dispose <br />of contaminated soil. In determining whether or <br />not a permit shall be issued, the City Council may <br />prohibit such treatment and disposal within the <br />City if it determines that the health, safety, and <br />welfare of residents of the community will be <br />jeopardized by such treatment and disposal within <br />the City after making specific findings concerning <br />the basis of its denial. The City Council may <br />impose reasonable conditions with regard to <br />permits for such treatment and disposal. <br /> <br />II. <br /> <br />This Ordinance shall take effect and be in full force from <br /> <br />and after its passage and publication. <br /> <br />PASSED by the City Council of the City of Roseville this <br /> <br />23rd day of <br /> <br />April <br /> <br />, 1990. <br /> <br /> <br />ATTEST: <br /> <br />~~ <br />
