<br />a registered architect or engineer, except in cases <br />where unusual structural methods are proposed. <br /> <br />19.020 Reauirements for site Plan Review. <br /> <br />For all new construction in all zoning districts except <br />R-1 and R-2, a site plan must be submitted for review by the <br />Roseville Development Review Committee. The required plans <br />submissions and level of detail shall be in accordance with <br />the City of Roseville Development Review Procedures Manual. <br /> <br />A site plan review is also required for all repairs, <br />remodeling and additions if the construction involved <br />increases the overall size of the building by ten (10) <br />percent or in the event that the construction increases the <br />assessor's market value by over twenty (20) percent. <br /> <br />19.030 Exceptions for Construction Involving Less Than <br />A Fiftv (50) Percent Increase in size of Buildinqs. <br /> <br />All construction which repairs or remodels or alters a <br />building between ten (10) percent and fifty (50) percent of <br />its size shall not be required to meet all of the criteria <br />of section 19.010. A percentage of building expansion <br />between ten (10) and fifty (50) percent and/or a monetary <br />improvement between twenty (20) percent and fifty (50) <br />percent would require a proportional level of improvement to <br />be consistent with section 19.010. This proportional <br />requirement will be determined by the Roseville Development <br />Review Committee subject to appeal to the City Council. <br />The Council may refer such an appeal to the Planning <br />Commission for their review and recommendation. <br /> <br />II. <br /> <br />Chapter 12 of the City Code of the City of Roseville, <br /> <br />is hereby amended by amending section 12.030 to read as follows: <br /> <br />section 12.030 Procedure for Special Use Permit. <br /> <br />Any owner of land may file an application for a <br />Special Use Permit by paying the amount set forth in <br />section 15.030, and by providing the City with an <br />Abstractor's certified Property certificate showing the <br />property owners within 350 feet of the outer boundary <br />of the parcel of land on which the Special Use Permit <br />is requested. The application shall then be heard by <br />the Planning commission, then by the Council, upon the <br />same published notice, mailing notice and hearing <br />procedure as set forth in section 16.020 and 16.030. <br />except that the notices shall contain the description <br />of the land and the kind of special permit involved, <br />
