CITY OF ROSEVILLE AN ORDINANCE NO. 1084 * * * * * AN ORDINANCE AMENDING THE CITY CODE OF THE CITY OF ROSEVILLE BY REGULATING SURFACE PARKING AND DEFINING AND REGULATING GROUND SIGNS BY AMENDING SECTION 7.130 AND 8.190 AND ADDING SECTIONS 14.020 AND 14.191. The City Council of the city of Roseville, Minnesota, does hereby ordain: 1. section 7.130 of the City Code of the City of Roseville is hereby amended to read as follows: Section 7.130 Surfacing of Parkinq Areas. 1. improved surface. All open off street parking areas shall be or constructed with a durable and dustless 2. New parking lot surfacing shall be a minimum of two (2) inches of bituminous pavement over an appropriate base. 3. Concrete curb and proper setbacks will be required if the parking lot is regraded or reconstructed with a one (1) inch lift or greater of bituminous pavement, except: a) In R-1 and R-2 districts; b) Parking lot seal coated or surface treated; c) Minor patching or surface repair (overlay less than 25%) 4. The construction of any new parking areas in any zoning district except R-1 and R-2, and all repairs, remodeling and additions if the construction involved increases the overall size of the parking lot by ten (10) percent or in the event that the construction increases the assessor's market value by over twenty (20) percent, shall require site plan review as described in section 19.020. 5. All construction which repairs or remodels or alters a parking lot between ten (10) percent and fifty (50) percent of its size shall not be required to meet all of the criteria outlined above.
