<br />monetary improvement between twenty (20) percent and <br />fifty (50) percent would require a proportional level <br />of improvement. This proportional requirement will be <br />determined by the Roseville Development Review <br />Committee subject to appeal to the City Council. The <br />city Council may refer such an appeal to the Planning <br />Commission for review and recommendation. <br /> <br />11. <br /> <br />section 8.090 of the City Code of the City of Roseville <br /> <br />is hereby amended to read as follows: <br /> <br />section 8.090 Surfacinq of parking Areas. <br /> <br />1. Off street parking areas shall be surfaced <br />wi th asphalt or concrete and with permanent concrete <br />curbs to define driveways and parking limits. <br /> <br />2. New parking lot surfacing shall be a minimum <br />of two (2) inches of bituminous pavement. <br /> <br />3 .
