<br />monetary improvement between twenty (20) percent and <br />fifty (50) percent would require a proportional level <br />of improvement. This proportional requirement will be <br />determined by the Roseville Development Review <br />Committee subject to appeal to the City Council. The <br />city Council may refer such an appeal to the Planning <br />Commission for review and recommendation. <br /> <br />11. <br /> <br />section 8.090 of the City Code of the City of Roseville <br /> <br />is hereby amended to read as follows: <br /> <br />section 8.090 Surfacinq of parking Areas. <br /> <br />1. Off street parking areas shall be surfaced <br />wi th asphalt or concrete and with permanent concrete <br />curbs to define driveways and parking limits. <br /> <br />2. New parking lot surfacing shall be a minimum <br />of two (2) inches of bituminous pavement. <br /> <br />3 . Concrete <br />required if the <br />reconstructed with a <br />bituminous pavement. <br /> <br />curb and proper setbacks will be <br />parking lot is regraded or <br />one (1) inch lift or greater of <br /> <br />4. No concrete curb will be required in the <br />following instances: <br /> <br />a) Parking lot seal coated or surface <br />treated; <br />b) Minor patching or surface repair (overlay <br />less than 25%). <br /> <br />5. For all new construction in all zoning <br />districts, site plan review as described in section <br />19.020, is required and no construction shall occur <br />without such review and approval. <br /> <br />6 . site plan review as described in section <br />19.020 shall be required for all repairs, remodeling <br />and additions if the construction involved increases <br />the overall size of the parking lot by ten (10) percent <br />or in the event that the construction increases the <br />assessor's market value by over twenty (20) percent. <br /> <br />All construction which repairs or remodels or <br />alters a parking lot between ten (10) percent and fifty <br />(50) percent of its size shall not be required to meet <br />all of the criteria outlined above. A percentage of <br />expansion between ten (10) and fifty (50) percent or a <br />monetary improvement between twenty (20) percent and <br />
