This proportional requirement will be <br />determined by the Roseville Development Review <br />Committee subject to appeal by the City Council. The <br />City Council may refer such an appeal to the Planning <br />commission for review and recommendation. <br /> <br />III. <br /> <br />The City Code of the City of Roseville is amended by <br /> <br />adding section 14.020 (16) and section 14.191. <br /> <br />14.020 Definitions. <br /> <br />16. Ground Siqn. <br /> <br />A ground sign is a sign that is mounted <br />on the ground, attached either to <br />footings, or a base, with no open space <br />between the ground and the sign face. <br /> <br />14.191. Ground Siqns. Area. Heiqht. Setback <br />Requirements. <br /> <br />In lieu of a pylon sign, a ground sign would <br />be permitted. Ground signs shall be limited to <br />one half the maximum sign area allowed for pylon <br />signs in the same zoning district.
