Request For Council Action
Date:
Item No:
Agenda Section:
Manager Approved:
approval for a full emergency back-up generator including a self-contained
fuel storage unit. (PF3 106)
1.0 Requested Action
Estates proposes to install an emergency generator to supply power to the assisted
1.1
senior housing project, due to the heavy reliance on electricity to run refrigeration, resident
oxygen systems, systems, communication systems, personal help notification systems
and elevators. Staff has defined this equipment and systems as an essential emergency
service.
Estates requests approval to allow installation of a fully enclosed emergency
1.2
generator with a self-contained fuel storage cell in their front yard at 2750 Victoria Street.
Section requires permit approval by the City Council to install an above ground fuel
storage tank.
1.3The City Code does not specifically address such fully enclosed emergency energy
generators with a self-contained fuel storage cell.
2.0Background
2.1
The site is located in Comprehensive Plan District No. which encompasses an area from
Lexington Avenue on the west and ends on the shoreline of Lake Owasso on the east, and
from County Road D on the north to County Road on the south. To the north, south
and west of the site are single family homes.
West of the site also lies the Ridge Health
Lake
Care facility, while to the east is Lake Owasso. The site is located in the Grass Lake
Watershed Management Area.
2.2
The site is zoned R-3A (Multi-Family Residence District); the Comprehensive Plan
designates this site as MDR, Medium Density Residential.
2.3
Electrical services to the assisted living project are essential to maintain the health and safety
of the residents. In the past year, during summer peak loads, Estates electrical
services have been interrupted reducing the effectiveness or capacity of handling air
conditioning, refrigeration, resident systems, and access via elevators.
PF3 106 RCA Page of 3
