Date: March 8,199 REQUEST FOR COUNCIL ACTION Item No.: Agenda Section: Consent Item Description: Request by Police Department for approval of COPS More grant funding BACKGROUND In 1998, the Council authorized the Police Department to apply to the U.S. Department of Justice for a COPS More grant for projects totaling $135,000. The COPS More program is intended primarily to provide equipment and staff support which would allow police officers to spend more time on the street and less time in the office. The Department is constantly looking for technology and staffing ideas which allow us to do our jobs more effectively and cost efficiently. The Department has just received notification that two projects totaling $73,984 have been approved. The federal share of the approved requests totals $55,488, comprised of $45,750 for 12 laptop mobile data terminals to replace existing and $9,738 for a part-time clerk to enter data and run reports. The grant requires 25% matching funds from the City. PROPOSED ACTION To receive the grant, the Council must authorize the City Manager to approve the City?s 25% funding match of $18,496. FINANCIAL IMPLICATIONS The Police Department?s 1999 capital budget authorization includes $40,000 for laptop We propose to use $15,000 of this authorization to provide the local share of costs for this item. The remaining $3,496 for the support staffing will come from our personnel budget. The equipment grant is a one time only expenditure. The personnel grant may be extended upon request for three years on the same 25% matching basis. STAFF RECOMMENDATION We recommend to City Council authorize the City Manager to sign the grant acceptance documents allowing the City to receive $55,488 in federal funding. COUNCIL ACTION REOUESTED Authorize the City Manager and Chief of Police to sign the COPS More grant acceptance documents.
