COUNCIL <br />REQUEST FOR CITY ACTION <br />DATE: <br />ITEM NO: 4 <br />Agenda Section: <br />CiMan er Approval: <br />CONSENT <br />Resolution Approving the Submission of an EPA Brownfield Economic <br />Redevelopment Initiative Grant for Twin Lakes Parkway <br />REQUESTED ACTION <br />1.0 <br />The City of Roseville is preparing an application to the US Environmental Protection <br />1.1 <br />Agency for $200,000 in grant funds to assist in the environmental assessment and any <br />cleanup plans needed for the implementation of the Twin Lakes Parkway as part of the <br />Twin Lakes Redevelopment Area. <br />1.2 <br />The official mapping of the roadway, adopted in October of 1998, will help to implement <br />the comprehensive plan for the Twin Lakes Redevelopment Plan. <br />1.3 <br />The attached resolution would provide the local support needed to make the application <br />to the EPA, which is due on March <br />BACKGROUND <br />2.1 <br />The Twin Lakes Parkway Redevelopment Plan was completed in the mid-1980s and <br />The purpose of this plan is to guide <br />incorporated into the City?s Comprehensive Plan. <br />future development in the area generally bounded by County Road C West on the south, <br />Cleveland Avenue on the west, County Road C-2 on the north, and Avenue on the <br />east. In order to improve access, the transportation portion of the plan includes the <br />construction of a new roadway between Fair-view Avenue North and Cleveland Avenue <br />North, identified as Twin Lakes Parkway. <br />2.2 <br />In September 1996, a study prepared by BRW recommended realignment of the proposed <br />Twin Lakes Parkway to line up with the existing I-35W ramp. This alignment will have a <br />minimal impact on the wetlands to the north of the I-35W ramp, will provide a direct <br />connection to and provide a direct access to I-35W for truck traffic (which will <br />reduce traffic on other roadways in the area). The eastern portion of the roadway (Snelling <br />Avenue North to Fair-view Avenue North) will generally follow the existing Terrace Drive, <br />while the western portion of the roadway (Fair-view Avenue North to Cleveland Avenue <br />North/I-35W) will involve the construction of a new roadway. <br />2.3 <br />In September 1997, the Comprehensive Plan was amended to include this realignment of <br />Twin Lakes Parkway, with the understanding that the proposed roadway would be <br />officially mapped when the exact location of the proposed roadway was established. In <br />August 1998, BRW prepared a map showing the location, width, and general design of the <br />Twin Lakes Parkway. <br />RCA EPA Grant Page 1 of 2 <br /> <br />
