In conjunction with the planning for the road construction, environmental assessment will <br />2.4 <br />need to be completed. The goal of the EPA Brownfield Assessment Demonstration Pilot <br />grant funds is to provide up to $200,000 over two years for projects that test cleanup and <br />redevelopment planning models, direct special efforts towards removing regulatory barrier <br />without sacrificing protectiveness, and facilitate coordinated environmental cleanup and <br />redevelopment efforts at the federal, state and local levels.The funds are to be used to <br />bring together community groups, investors, Ienders, developers, landowners and other <br />affected parties to address the issue of cleaning up sites contaminated with hazardous <br />substances and preparing them for appropriate, productive use. <br />STAFF COMMENT <br />3.0 <br />Staff met with representatives of EPA last spring and toured the Twin Lakes <br />3.1 <br />Redevelopment Area. The EPA representative suggested that this would be a good model <br />for the pilot funding. <br />The Twin Lakes Parkway is critical to the long-term success of the entire Twin Lakes <br />3.2 <br />Redevelopment Area. The planning for the parkway is scheduled to begin in 1999 2000 <br />with construction in -2002. These grant funds will be instrumental in the <br />environmental work needed for the planning of the roadway and surrounding <br />redevelopment efforts. <br />The application is due March with award of funds provided in May of 1999. The <br />3.3 <br />funds can be used over a two-year period. <br />STAFF RECOMMENDATION <br />4.0 <br />Based on the City of Roseville?s goals for redevelopment of Twin Lakes and the <br />4.1 <br />implementation of the Comprehensive Plan, staff recommends adoption of the attached <br />resolution in support of the application for an EPA Brownfield Assessment Demonstration <br />Pilot Grant in the amount of $200,000 for two years. <br />SUGGESTED CITY COUNCIL ACTION: <br />5.0 <br />Per resolution, approve the submission of the application for an Environmental Protection <br />5.1 <br />Agency Brownfield Assessment Demonstration Pilot Grant in the amount of $200,000 for <br />two years.
