Included in your packet for guidance is a copy of the Park Dedication Ordinance and <br />documents from the Parks and Recreation System MasterPlan on Parks and Open Space <br />acquisition. <br />The primary role of the Commission is to review and make a recommendation on whether <br />to accept land, cash or a combination. <br />Requested Commission Action: <br />To discuss and make a recommendation to accept land, <br />cash or a combination to satisfy the Park Dedication requirements. <br />Park Dedication –Use of Funds <br />6. <br />At your June 15, 2015 joint meeting with the City Council, it was suggested that you <br />reviewand provide a recommendation onthe future use of Park Dedication Funds. <br />By law, Park Dedication feesare restricted and can onlybeused for acquisition, <br />developmentandimprovementsof parks andrecreation facilities based on the <br />approved Parks and Recreation Systemand Capital Improvement Plan. Funds must <br />not be used for ongoing operation or maintenance. <br />Some relatively recent examples where the City accepted landin lieu of cash dedication <br />includesOwasso Hills Park in 1999, Applewood Park in 2004 and a portion of the Nature <br />Center wetlands in 2006. <br />A recent example where the City used Park Dedication Funds to purchaseaparcel of <br />propertywas in 2013/14 for a parceladjacent to Langton Lake Park that unexpectedly <br />came up for sale. <br />A current example of consideration to purchase property usingPark Dedication Funds in is <br />the Owasso Ballfields.This is one that was unexpected until a few years ago. <br />Other types of uses of the Park Dedication Funds have included landacquisition surveys <br />and consultantcoststhat were incurred to update the Parks and Recreation System Master <br />Planin 2009/10. <br />As you can see by the chart below, the collection of Park Dedication fees aresporadicas <br />developments and/or redevelopments occur.
