<br />1 <br />ROSEVILLE PARKS AND RECREATION COMMISSION <br />2 <br />MEETING MINUTES FOR <br />3 <br />AUGUST 4, 2015 <br />4 <br />ROSEVILLE CITY HALL ~ 8:00pm <br />5 <br /> <br />6 Becker-Finn, Diedrick, Gelbach, Heikkila, Newby, O’Brien, Stoner <br />PRESENT: <br />7 Bogenholm, Doneen, Holt notified staff about being unable to attend <br />ABSENT: <br />8 Anfang, Brokke, Paul Bilotta, Community Development Director <br />STAFF: <br />9 <br />10 <br /> <br />11 1. <br />INTRODUCTIONS <br />12 <br />13 2. <br />ROLL CALL/PUBLIC COMMENT <br />14 No public comment at this time. <br />15 <br />16 3. <br />APPROVAL OF MINUTES – JUNE 2, 2015 MEETING <br />17 June 2, 2015 minutes passed unanimously. <br /> <br />18 <br />19 4. <br />REVIEW LANGTON LAKE PARK in RELATION TO TWIN LAKES AREA <br />20 Bilotta requested to speak with the Commission in an effort to get ahead of the game as groups look <br />21 into development opportunities in the Twin Lakes area and to hear first-hand from the Commission <br />22 their thoughts and questions. <br />23 <br />24 Bilotta presented general, broad information on the Twin Lakes area, including the upcoming <br />25 development of Twin Lakes Parkway. Planning for the parkway began in 1996. The Parkway project <br />26 is going out to bid on Monday. Paul shared maps of the Parkway adjacent to Langton Lake Park. <br />27 Bilotta commented that project community meetings have shown there is community interest <br />· <br />28 in the park in relation to this project. <br />29 Bilotta also mentioned there are potential development proposals that could be coming in to <br />· <br />30 the City in the coming months. <br />31 <br /> <br />32 Commission discussion followed. <br />33 Commissioners inquired into more information on the Regulating Plans <br />· <br />34 Bilotta explained that the Regulating Plan allows the City to require developers to <br />o <br />35 provide items in a development <br />36 Stoner asked about environmental impacts with the current Parkway design <br />· <br />37 Bilotta responded that the plans address current environmental standards & <br />o <br />38 requirements <br />39 Gelbach asked about whether the project will provide possible assistance for improving <br />· <br />40 Terrace parking lot run off. <br />41 Bilotta replied that the local watershed is interested in being involved in <br />o <br />42 improvements as well as doing direct parking lot improvements. <br />43 Becker-Finn commented on the pathways in Langton Lake Park and how some of the <br />· <br />44 pathways have a significant buffer while others have minimal buffers and commented on <br />45 how the community has often commented on interest in maintaining the buffer and/or <br />46 increasing green space/buffers around pathways in the park. <br />47 Bilotta added that the Council has also added a height buffer adjacent to the park. <br />o <br />48 Becker-Finn also added it is one thing to have a green buffer, and it’s another thing to <br />o <br />49 have a paved parking lot buffer. <br /> <br /> <br />
