1 ROSEVILLE PARKS AND RECREATION COMMISSION 2 MEETING MINUTES FOR 3 AUGUST 4, 2015 4 ROSEVILLE CITY HALL ~ 8:00pm 5 6 Becker-Finn, Diedrick, Gelbach, Heikkila, Newby, OBrien, Stoner PRESENT: 7 Bogenholm, Doneen, Holt notified staff about being unable to attend ABSENT: 8 Anfang, Brokke, Paul Bilotta, Community Development Director STAFF: 9 10 11 1. INTRODUCTIONS 12 13 2. ROLL CALL/PUBLIC COMMENT 14 No public comment at this time. 15 16 3. APPROVAL OF MINUTES JUNE 2, 2015 MEETING 17 June 2, 2015 minutes passed unanimously. 18 19 4. REVIEW LANGTON LAKE PARK in RELATION TO TWIN LAKES AREA 20 Bilotta requested to speak with the Commission in an effort to get ahead of the game as groups look 21 into development opportunities in the Twin Lakes area and to hear first-hand from the Commission 22 their thoughts and questions. 23 24 Bilotta presented general, broad information on the Twin Lakes area, including the upcoming 25 development of Twin Lakes Parkway. Planning for the parkway began in 1996. The Parkway project 26 is going out to bid on Monday. Paul shared maps of the Parkway adjacent to Langton Lake Park. 27 Bilotta commented that project community meetings have shown there is community interest · 28 in the park in relation to this project. 29 Bilotta also mentioned there are potential development proposals that could be coming in to · 30 the City in the coming months. 31 32 Commission discussion followed. 33 Commissioners inquired into more information on the Regulating Plans · 34 Bilotta explained that the Regulating Plan allows the City to require developers to o 35 provide items in a development 36 Stoner asked about environmental impacts with the current Parkway design · 37 Bilotta responded that the plans address current environmental standards & o 38 requirements 39 Gelbach asked about whether the project will provide possible assistance for improving · 40 Terrace parking lot run off. 41 Bilotta replied that the local watershed is interested in being involved in o 42 improvements as well as doing direct parking lot improvements. 43 Becker-Finn commented on the pathways in Langton Lake Park and how some of the · 44 pathways have a significant buffer while others have minimal buffers and commented on 45 how the community has often commented on interest in maintaining the buffer and/or 46 increasing green space/buffers around pathways in the park. 47 Bilotta added that the Council has also added a height buffer adjacent to the park. o 48 Becker-Finn also added it is one thing to have a green buffer, and its another thing to o 49 have a paved parking lot buffer.
