Ms. Kelsey noted that currently the City of Fa�n Heights and <br />Lauderdale in cooperation with the University of Minnesota put on a j'�� during the <br />winter specific to sustainable issues; and noted the City of Roseville co �� �� pa �� ��th them if <br />sustainability was the focus they wished to pursue. „��,;;„,�'� <br />Member Lee clarified that her intent with her last suggestion w`' ° t with Roseville <br />to be a leader, would it be better for the HRA to tap i y �� other resources versi <br />resource for others to offload some of the current staff re�insibilit�. <br />Member Etten suggested that may be possible, foll��vi '�� �"estion of Member Masche, if <br />the HRA sought a recommendation to the City Council f , CEC for other ways to get the <br />HRA to more actively get out in the community, whether u��;�. por�nities throughout City <br />departments, not exclusively coordinated by the HRA. Membet�,�` noted that would require <br />the City to make a decision on an option for more ways to �ntera��with City staff beyond just <br />the HRA, but with involvement by the ���,department <br />Ms. Kelsey concluded her understandr of t� irection to staff was ihat the HRA <br />desired to get out of planning and run g annua iving Smarter Home & Garden Fair; <br />and ask the City Council to charge the with making recommendations for other options <br />going forward. <br />Given the timin �� "�� st preparatio�� �for the 2016 Fair, Ms. Kelsey advised that she <br />would includ hat d�s sion on the �1nt meeting agenda, allowing for a subsequent formal <br />decision at���:iIRA's ����;t,-�����usiness meeting following that joint discussion. <br />Member Etten that, while some vendars fit with the focus of the HRA, many involved <br />City functions ou e H�A function, thereby opining that the HRA no longer belonged in <br />t ���� �t,that the`� �.��'ovided a valuable opportunity for the community as a whole. If the <br />�Tfy° � ''.?�vas seel�f[g to be more accessible to its residents, Member Et�en opined that this <br />discussio ����, a gre�t thing to have on the joint agenda to get City Council feedback. Member <br />Etten notec����s would allow Y1ie HRA to decide on whether to spend resources on the Home & <br />Garden Fa'� ����vith the City Council able at that same time to choose whether or not to task the <br />CEC in re wing the current Fair and options moving forward. <br />�r Wall noted the City Council had a broader perspective than ihat of the HRA, and may <br />not to eliminate the program. <br />Member Etten reiterated that this would be a good discussion far the joint meeting, and a <br />formal decision by the HRA at their subsequent August meeting. <br />At the request of Member Wall, Ms. Kelsey clarified that the joint meeting of the HRA and <br />City Council typically was for discussion and as a communication forum, wiYh action not taken <br />by the HRA or City Council during that discussion. Ms. Kelsey advised that the August 1 gr� <br />HRA meeting would be soon enough for a decision as long as it was no later than that meeting. <br />
