Regular City Council Meeting <br /> Monday,August 17, 2015 <br /> Page 19 <br /> To complicate it even further, Councilmember Laliberte noted the bigger picture <br /> was where revenue was coming in as there was currently no way to show that for <br /> offsetting some costs. <br /> Chair Schroeder noted one item already discussed by the Commission involved <br /> their desire for an annual review of the budget, CIP, water/sewer rates with the <br /> City Council. <br /> Mayor Roe suggested the council consensus to pursue that goal. Along that line, <br /> Mayor Roe encouraged the Finance Commission to bring forward any recom- <br /> mendations for adjusting the timing as the City Manager recommended budget <br /> was brought forward — whether internal or external — to further streamline the <br /> budget process. <br /> Councilmember Laliberte agreed, seeking recommendation annually from the <br /> Commission of when specific areas of the budget should be reviewed and/or put <br /> forward to the public in that process. <br /> Chair Schroeder noted the recommendation they made in bringing the CIP for- <br /> ward earlier in the budget process since that represented such a large portion of <br /> the levy. <br /> Councilmember Laliberte questioned if the Commission had held any discussions <br /> regarding the HRA funds and levy or their annual budget, not suggesting they do <br /> so,but simply wondering if it had come up. <br /> Chair Schroeder advised that they had not yet gotten into that, but asked if the <br /> City Council wished to charge them with doing so. <br /> Mayor Roe, without objection stated it made sense to charge the Commission ac- <br /> cordingly. <br /> City Manager Trudgeon sought clarification from the City Council on what they <br /> wanted the Commission to do related to the HRA budget and levy, or the deliver- <br /> able they were seeking. <br /> Councilmember Laliberte expressed interest in a historical review of how the <br /> HRA had used their funds, how and when funds were replenished upon sale or <br /> purchase of a property; and any recommendations for those funds coming back or <br /> how used or drawn down in the future. <br /> Mayor Roe noted the need for the Commission to feed back any recommendations <br /> through the HRA Board process. <br />
