Regular City Council Meeting <br /> Monday,August 17,2015 <br /> Page 5 <br /> strategies, use of park dedication fund, and a review of the water and sewer rate <br /> structure. <br /> Chair Schroeder noted that some recommendations would require significant time <br /> by the City Council for their review, while others less time, but next steps and/or <br /> follow-up at the discretion of the City Council. <br /> In Attachment A (Financial Policies) Chair Schroeder noted that revisions includ- <br /> ed terminology updates, as well as combining several similar policies. Chair <br /> Schroeder advised that there were no major changes and asked for City Council <br /> approval of modifications as presented. <br /> In Attachment B (CIP Funding Strategies) Commissioner Rohloff reviewed the <br /> revised plan from the Commission. Commissioner Rohloff noted that the Com- <br /> mission found certain areas of the CIP woefully underfunded, yet provided twen- <br /> ty-four different scenarios for different ways to make funds sustainable over the <br /> next twenty years, as found in Exhibit B-4 showing all twenty-four scenarios and <br /> related charges. Commissioner Rohloff advised that the Commission voted on <br /> how to bring the Pavement Management Plan (PMP), Park & Recreation Depart- <br /> ment's Park Improvement Plan (PIP), and the General Facilities in line. Commis- <br /> sioner Rohloff noted that each of those recommendations provided the base plan <br /> at the top of the page, followed by the Commission's recommendation. While the <br /> Commission recommends review and subsequent approval by the City Council, <br /> Commissioner Rohloff advised that the Commission recommended an annual re- <br /> view going forward. <br /> Regarding Attachment C (Park Dedication Funds) Commissioner Bachhuber re- <br /> viewed the fund in light of current CIP needs and funding challenges, as well as <br /> the background of the fund traditionally used for acquiring new park assets, build- <br /> ing trails or adding green space. Commissioner Bachhuber advised that the <br /> Commission was recommending that this fund also be utilized for maintenance of <br /> current park infrastructure since it represented a tremendous asset for the City, <br /> with ongoing challenges in maintaining that infrastructure. Commissioner <br /> Bachhuber suggested rethinking the park dedication fee policy — depending on <br /> regulating parameters around those assets—to address maintaining existing assets <br /> versus acquiring more unless considered under separate consideration by the City <br /> Council as a whole, but otherwise to not use those funds for new acquisitions. <br /> Regarding Attachment D (Water and Sewer Rate Structure), Commissioner Byrne <br /> noted the differences in municipal utility rate structures compared with her career <br /> in regulating private utilities and her analysis of electric and natural gas rates, <br /> providing a unique perspective. Commissioner Byrne reviewed general rate de- <br /> sign goals and how to build rates to achieve ongoing resources for investing in <br /> those utilities, typically based on four principles.
