Regular City Council Meeting <br /> Monday, August 24,2015 <br /> Page 15 <br /> a bench handout, attached hereto and made a part hereof, stating that the intent <br /> was to continue working on those six priority items as listed. <br /> Mayor Roe clarified that it was not the City's intent to create associations, but in- <br /> stead to facilitate, foster or advise that process when neighbors expressed an in- <br /> terest in doing so. <br /> Councilmember McGehee opined that neighborhoods typically coalesced around <br /> and reacted to issues impacting neighborhoods, not socially driven action. While <br /> noting there were different issues that touched different people and how they <br /> worked through those issues with the City, Councilmember McGehee expressed <br /> hope that a procedure could be developed by the CEC for such an interest group <br /> might involve itself with the City. Councilmember McGehee opined that this <br /> concept was of much more importance to her than formation of a unit. <br /> Councilmember Willmus referenced past examples of reactive groups coming to- <br /> gether which to him didn't serve to diminish the goal of helping associations and <br /> proactive gatherings. Councilmember Willmus stated it would be his desire or vi- <br /> sion to help establish associations to be more proactive and get neighbors together <br /> even without the benefit of any hot button issues, but to minimize reactive forces <br /> in the future. <br /> Councilmember Etten expressed his wholehearted agreement with that comment. <br /> Mayor Roe opined that neither objective was ultimately that far away from each <br /> other. <br /> Councilmember McGehee concurred, but clarified her intent was that the City not <br /> facilitate creation of a formal, non-profit legal status for groups. <br /> Mayor Roe stated formal legally created groups didn't appear to be what the only <br /> approach the CEC was attempting to facilitate. <br /> Chair Becker concurred that he didn't see an effort such as that receiving much <br /> support if any from the CEC. <br /> Mayor Roe thanked the CEC for their work to-date and attendance tonight with <br /> their informative update. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 7:52 p.m., and reconvened at approximately <br /> 7:53 p.m. <br /> c. Discussion of Civic Engagement Module Police & Procedures <br /> Communications Manager Garry Bowman provided a draft policy and procedure <br /> manual (Attachment A) for "Speakup, Roseville!" as requested in previous dis- <br /> cussions, and as detailed in the RCA dated August 24, 2015.
