Regular City Council Meeting <br />Monday, September 14, 2015 <br />Page 12 <br />Councihnember Laliberte reported that she had some comparison infonnation to <br />share as well. <br />At the request of Mayor Roe, City Manager Trudgeon cautioned delaying action <br />without a compelling reason to do so would severely impact the crucial path in al- <br />lowing staff time for inputting the data into the HRIS system for renewals begin- <br />ning November 1 St and wrapping up by the third weelc in November. <br />Mayor Roe asked if changing the City's contribution impacted the quotes already <br />received or allotment between the city and/or einployees if the program were <br />changed at this point, or if such an action could require the City to go bacic out for <br />revised quotes. <br />Ms. Baeon responded that it won't impact premiums and programs, but would <br />impact contract negotiations if negotiating different patterns of payments, result- <br />ing in the unions seeking additional concessions accordingly. <br />Councilmember Laliberte advised that she didn't have her comparison infor- <br />mation available at tonight's meeting; and while understanding the impact on con- <br />tract negotiation, reiterated her often raised concern in how the City currently co- <br />vers single versus other tiers of coverage options. <br />At the request of Mayor Roe, Councilmember Laliberte specifically addressed <br />concerns in how the City pays 100% of single coverage, which she was not seeing <br />used in other private, public and non-profit sectors, with everyone contributing <br />some portion of their premium versus single coverage being made whole by the <br />City and outside of the deductible options an employee could choose. Coun- <br />cilmember Laliberte reiterated that her basic concern was in the City covering <br />100% of just that coverage option. <br />Councilmember Laliberte noted one other question she had was regarding the <br />higher claims the City was currently realizing, and while understanding the cost <br />of catastrophic claims and long-term care, suggested the City look into more <br />screening requirements as part of their wellness program that could be done at ap- <br />propriate times in an employee's life that could help avoid such catastrophic <br />claims. <br />Mayor Roe suggested that may be something for the employee wellness and bene- <br />fit committee to look at. <br />City Manager Trudgeon noted this could be part of a broader discussion, and of- <br />fered to share information with the City Council in addition to that from Coun- <br />cilmember Laliberte. Based on staff's research, Mr. Trudgeon reported that most <br />comparisons they'd performed indicated 100% single coverage, but expressed <br />
