If it <br />was a question of the levy, one reason staff asked for a shift. Councilmember Et- <br />ten asked if one option would be to leave the current Roseville HRA levy while <br />exercising HRA powers within the PA. <br />City Manager Trudgeon advised a response would get into a later discussion to- <br />night on preliminary levies for the City and Roseville HRA. Mr. Trudgeon ad- <br />vised that, if the City Council went ahead with the HRA levy tonight, which <br />needed to be decided before September 15tt1, that was one thing. However, if the <br />City Council decided to dissolve the Roseville HRA and move in another direc- <br />tion, he would need to research statutes to determine whether or not the City <br />could still access those funds. As options, if the City Council considered the Ro- <br />seville HRA levy tonight and wanted to preserve those funds, Mr. Trudgeon sug- <br />gested they could allocate the HRA levy in the General Fund, or have no HRA <br />levy at all. However, if the City Council chose to go in another direction, Mr. <br />Trudgeon advised that he could not guarantee they could still access those funds <br />without further research and guidance from state statutes. <br />Councilmember Willmus noted that Councilmember Etten raised a very good <br />point in the necessity of recognizing that the Roseville HRA has a substantial cash <br />reserve at this time, and therefore could continue any operational expenses caus- <br />ing him no concern with that aspect. <br />Mr. Bilotta noted the easiest way to accoinplish things would be if the Roseville <br />HRA amended their by-laws to continue on with their existing funds going toward <br />CIP, with a change in meinbership of the HRA to elected membership (e.g. the <br />City Council). <br />Councilmember Etten questioned if such a transfer of the City's current HRA <br />functions to City Council membership allowed the City to use its PA, HRA or <br />other authority however it chose to do so. <br />Mr. Bilotta agreed with that synopsis. <br />At the request of Councilmember Willmus, City Manager Trudgeon clarified that <br />the HRA was not required to have seven members, only a minimum of five mem- <br />bers; with Mr. Bilotta noting that in many communities, the HRA was made up of <br />only the City Council. <br />Mayor Roe stated that his initial thoughts before tonight's discussion and research <br />materials provided by staff in the RCA was that since the City Council already <br />had PA powers, it keep both the Roseville HRA as it exists and City PA powers <br />and simply shift focus around. However, after hearing the complexities of that <br />model, Mayor Roe questioned if that was such a good idea.
