2. Landowner Meetings — Working with City staff, the consultant will meet with key <br />underlying property owners to better understand the unique contamination, ownership <br />� issues and plans for their site. The goal of this stage is to begin to develop parcel specific <br />� strategies to work cooperatively with the property owner to move the site to a more <br />� shovel ready status. <br />� 3. Funding Analysis — One of the benefits to taking a strategic approach to browniields <br />., cleanup is that it is much easier to position the sites in an advantageous position for grant <br />funding. Grant funding is competitive and can be complicated if some of the key data is <br />unknown or other uncertainty. Based on the knowledge gained in the information <br />consolidation phase and the property owner meetings, recommendations can be made to <br />�r match the needs of the property to the appropriate funding sources on an appropriate <br />�- timeline for the various grant funding cycles in order to maximize the use of outside <br />grants. <br />- 4. Ongoing support — Development has been occurring in the Twin Lakes area and one of <br />the concerns that has been raised at times is what the best mechanism is for protecting the <br />��� � public interest regarding brownfield cleanup as well as how to analyze complex <br />���� brownfield reports and response action plans, given that this skill set is not one normally <br />:.� kept on the staff of a municipal government. By having a firm under contract to provide <br />�� that additional technical support, the level of local oversight/understanding on brownfield <br />t issues would be enhanced. <br />. POLICY OBJECTIVE <br />� The redevelopment of Twin Lakes and cleaning up brownfield properties. <br />.� BUDGET IMPLICATIONS <br />�. The projected $30,450 cost for the brownfield consultant will be paid for with the Tax Increment <br />� Financing Hazardous Substance Subdistrict (TIF-HSS) funds. TIF-HSS funds are available <br />�� public funds restricted for brownfield mitigation purposes. <br />��� If any ongoing support tasks arise, they will be funded with the source appropriate for the <br />� activity, such as developer escrow (development review), TIF-HSS, TIF, or the appropriate <br />� capital improvement fund (if assisting on an infrastructure project). <br />STAFF RECOMMENDATION <br />Staff recommends that the City enter into the attached agreement with Liesch Associates. <br />REQUESTED COUNCIL ACTION <br />�� Motion authorizing the Mayor and City Manager to enter into a professional services agreement <br />E,� � with Liesch Associates for brownfield consulting services as outlined in Attachment A and <br />subject to final City Attorney review and approval. <br />Prepared by: Paul Bilotta, Community Development Director <br />Attachments: A: Draft Professional Services Agreement <br />Page 2 of 2 <br />
