Policy <br />5 The City of Roseville will determine how its web-based civic engagement module, SpeakUp, Roseville!, <br />6 will be designed, implemented and managed as part of its overall communication strategy. <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />II. Purpose <br />The City has an overriding interest in deciding what is "^��� "answered" on behalf of the City. <br />(Comment: The phrase "The City has an overriding interest in deciding what is asked "seems a little <br />excessive if not totalitarian. The intent of Speak Up is to encourage two-way communication between <br />residents and the City. . The City cannot decide what a resident asks as long the poster follows the <br />requirements of Sections XI and XIV below.] <br />This policy establishes guidelines for the use of SpeakUp, Roseville!. The policy ensures the proper use of <br />the civic engagement module by its employees and residents, and establishes procedures for operating <br />the module in a positive and informative fashion. Staff tasked with using the module shall have the <br />responsibility to use these resources in an efficient, effective, ethical and lawful manner. <br />18 III. Scope <br />19 This policy applies specifically to the SpeakUp, Roseville! civic engagement module. The City's official <br />20 Website, www.cityofroseville.com shall remain the City's primary online medium for communicating <br />21 information to the public. <br />22 IV. Definition <br />23 SpeakUp, Roseville! is a civic engagement module integrated into the City's website that allows for <br />24 Resident generation of questions and topics, feedback through discussions on selected topics and direct <br />25 feedback via surveys. The module allows residents to find out about ongoing Projects, create/share/vote <br />26 on citizen-generated Ideas, and connect with other residents that share their interests. <br />27 V. General Conditions & Restrictions <br />28 Goals <br />29 The goals of integrating a civic engagement module is: <br />30 To promote the value and importance of civic participation among residents <br />31 To sustain the productive involvement of its residents <br />32 To engage a broader audience and generate fresh ideas <br />33 To better inform residents of new and ongoing projects <br />34 To seek feedback from residents about current and potential projects as well as issues of <br />35 community or nei�hborhood concern <br />36 To foster 2-way communications channels between the City and its residents, and to maintain <br />37 an open, professional and responsive dialog with residents <br />38 VI. Management of Civic Engagement Module <br />39 Communications staff will be responsible for day-to-day maintenance of SpeakUp, Roseville! <br />40 Communications staff may at times rely on the expertise of additional city staff, the city manager, <br />41 department heads�a�l-eity councilmembers, and the Community En�a�ement Commission to assist <br />42 with interactions. <br />1 <br />
