Human Rights Commission Minutes
January 21, 2015
Old Business
a. Civility Training Update
Commissioner Carey stated the City Council had questions regarding the Civility Training and
she had reached out to them and provided an overview. The HRC has been requested to attend
the January 26 City Council meeting. The request for funds is part of the Consent Agenda and if
approved the HRC would have the funding they would need to proceed with the Civility
Training. Because they have not secured the funding yet the initial dates they had set-up are no
longer going to work. The Library does have one (1) weekend open in May that may work. She
would contact the Institute to determine what dates would work far them. The HRC has
currently secured $1000 for the Library along with additional funds for books. She has not heard
from the Rotary Club but they had mentioned they may be willing to donate $500.
Commissioner Becker asked how much the HRC was asking from the City.
Ms. Collins stated the request from the City Council is for $2,000. This would bridge the gap
and allow the maximum number of attendees.
Vice Chair Thao asked if the HRC had talled to the Community Engagement Commission.
Chair Groff stated the CEC would be willing to promote the event.
Commissioner Bachhuber moved and Commissioner Slade seconded a motion to approve
Commissioner Carev movin forward with securing a date with the Librarv and the
Institute for Civility pending approval of the funding at the City Council's January 26,
2015 meeting, for an amount that would allow for a maximum of 60 attendees.
Commissioner Carey clarified if the funds were not approved the Commission would determine
at its next meeting the direction of the project.
The motion was called to a vote. The motion passed unanimously.
b. Update on Mental Health Forum
Commissioner Slade stated she liked the suggestions of spreading out the discussions in order to
focus on different topics. Minnesota National Alliance for Mental Illness (NAMI) has a program
called "In Our Own Voices" and has two (2) speakers. She is also talking to NAMI about doing
a shorter program that would provide basic information on mental health so that everyone is
starting with the same basic understanding. They had talked to the Oval and March 9 or March
16 would work for them. She stated she would create a feedback card for attendees to fill out so
they could determine what directions to take for future discussions.
