Human Rights Commission Minutes January 21, 2015 Page 3 of 8 Chair Groff asked when the City Council meetings were in March. Ms. Collins stated March 16 would work for the Council to be able to attend. It is spring break so attendance may be affected. It was the consensus of the Commission to try and schedule a mental health program on March 16. Commissioner Carey asked how the event would be advertised. Ms. Collins stated the City would promote the event once the details have been determined. Commissioner Slade stated if the event is open to the public, then NAMI would also promote it. Ms. Collins stated the Chief had extended an invite to the Commissioners to attend the mental health training that the officers receive. c. Essay Contest Update Commissioner Singleton stated there had been a miscommunication in what the question was and how the students were to apply the question. The Essay Committee had decided to review all of the essays and grade them but also follow up with the school to see where the miscommunication occurred and what they would need to do in the future to ensure it does not happen again. There are two distinct sets of essays: those that answered the points and those that went a different direction. Commissioner Bachhuber stated the Essay Committee had read all the essays and graded them using the rubric that had been used previously but because there were two distinct types of essays she developed a rubric that could be used to grade all of them. If the essay answers the question then the first portion of the rubric is used but if it goes a different direction then use the bottom rubric. All the Commissioners will be asked to read the top 10 essays and grade them using this rubric. The top three will be the winners. Commissioner Becker asked if the winning essay was one that did not directly answer the question if the Commission would still forward this to the League of MN Human Rights Commissions because it would not meet the criteria they set. Commissioner Bachhuber suggested the Commission could select two that address the question and one that does not but was still an excellent essay. Commissioner Singleton stated the League might be receptive to reviewing an essay that did not directly answer the question as long as they are made aware of the situation. He said he would talk to the League President.
