Human Rights Commission Minutes <br />January 21, 2015 <br />Page 3 of 8 <br />Chair Groff asked when the City Council meetings were in March. <br />Ms. Collins stated March 16 would work for the Council to be able to attend. It is spring break <br />so attendance may be affected. <br />It was the consensus of the Commission to try and schedule a mental health program on March <br />16. <br />Commissioner Carey asked how the event would be advertised. <br />Ms. Collins stated the City would promote the event once the details have been determined. <br />Commissioner Slade stated if the event is open to the public, then NAMI would also promote it. <br />Ms. Collins stated the Chief had extended an invite to the Commissioners to attend the mental <br />health training that the officers receive. <br />c. Essay Contest Update <br />Commissioner Singleton stated there had been a miscommunication in what the question was <br />and how the students were to apply the question. The Essay Committee had decided to review <br />all of the essays and grade them but also follow up with the school to see where the <br />miscommunication occurred and what they would need to do in the future to ensure it does not <br />happen again. There are two distinct sets of essays: those that answered the points and those that <br />went a different direction. <br />Commissioner Bachhuber stated the Essay Committee had read all the essays and graded them <br />using the rubric that had been used previously but because there were two distinct types of essays <br />she developed a rubric that could be used to grade all of them. If the essay answers the question <br />then the first portion of the rubric is used but if it goes a different direction then use the bottom <br />rubric. All the Commissioners will be asked to read the top 10 essays and grade them using this <br />rubric. The top three will be the winners. <br />Commissioner Becker asked if the winning essay was one that did not directly answer the <br />question if the Commission would still forward this to the League of MN Human Rights <br />Commissions because it would not meet the criteria they set. <br />Commissioner Bachhuber suggested the Commission could select two that address the question <br />and one that does not but was still an excellent essay. <br />Commissioner Singleton stated the League might be receptive to reviewing an essay that did not <br />directly answer the question as long as they are made aware of the situation. He said he would <br />talk to the League President. <br />
