Human Rights Commission Minutes
March 18, 2015
Commissioner Bachhuber stated Article 6 Item A could be removed as well.
Commissioner Slade asked if there was an age range for youth commissions.
After discussion, it was the consensus of the Commission to leave the age for youth commissions
as under the age of 18 still attending school.
Commissioner Carey asked if there was a conflict with Article 11.
Commissioner Singleton explained if there was a request to remove the Chair or Vice Chair it
would be put on the agenda for the full Commission to review not the Operations Committee.
Chair Groff stated this could be rewritten to make it clear that to remove an officer from their
position it would be brought to the full Commission for review but the removal of a
Commissioner from the Commission would be acted on by the Council and the complaint
reviewed by the Operations Committee.
Ms. Collins suggested striking the first four (4) sentences. The City has language that outlines
the removal of a Commissioner from the Commission they are serving on.
Commissioner Sinleton moved and Commissioner Slade seconded a motion to apUrove the
By-Laws of the Human Rights Commission as amended above.
Commissioner Bachhuber stated she would prefer to see the amendments prior to approving the
By-Laws.
Ms. Collins stated under Article 6: Item A. Standing Committees would be stricken; Article 6:
Item A.a. Operations Committee, change to Item A. and change the second to the last sentence to
read: "The Committee is composed of the Chair, Vice-Chair, and a Commissioner appointed by
the Chair."; strike Article 7, Item C.; and under Article 11 strike the first four (4) sentences and
insert "If there is a request to remove the Chair or Vice-Chair from their position, it is to be put
on the agenda for the full Commission meeting, the person of concern will be notified. ..."
Commissioner Carey suggested voting on this item next meeting.
Commissioner Singleton withdrew his motion.
d.
