444 <br />Mr. Culver advised that water services had more variables due to the curb stop, <br />445 <br />with several agencies taking ownership to the curb stop, while many had a policy <br />446 <br />similar to the City of Roseville with St. Paul Regional Water Services taking <br />447 <br />ownership up to the main given the multitude of customers involved, but to his <br />448 <br />knowledge no municipalities or jurisdictions taking ownership up to the house. <br />449 <br />450 <br />With Acting Chair Wozniak noting this discussion would continue at the October <br />451 <br />PWETC meeting, Mr. Culver advised that staff would introduce the water service <br />452 <br />side similar to tonight's sewer service presentation, of much shorter content due to <br />453 <br />fewer complexities. Mr. Culver anticipated further discussion, given PWETC <br />454 <br />Member Cihacek's previously -expressed interest, along with the potential <br />455 <br />attendance of the insurance provider. <br />456 <br />457 <br />Other Discussion <br />458 <br />Roof Solar Project Update � <br />459 <br />At the request of Acting Chair Wozniak, Mr. Culver advised that an update on the <br />460 <br />solar project was pending with the contractor, and if available offered to mail it out <br />461 <br />prior to the October PWETC meeting if the contractor provided the information. <br />462 <br />Mr. Culver noted that theweather and season would impact the solar roof project, <br />463 <br />but anticipated having draft agreement available for the PWETC's review by the <br />464 <br />November meeting for installation in the spring of 2016. <br />465 <br />466 <br />December PWETC Meeting <br />467 <br />Mr. Culver noted the need for the PWETC to give thought to cancelling the <br />468 <br />December meeting, given that it falls so close to th lidays. <br />469 <br />470 Organized Trash Collection <br />471 Acting Chair Wozniak reported on recent action of the City Council approving the <br />472 PWETC's recommended educational guides and suggested format and process for <br />473 neighborhoods to consider organized trash collection, with that information <br />474 available on tMyvews <br />ity's website and a brief note about its availability in the next <br />475 iss of the Cnewsletter. <br />476 <br />477 Ram ashin ton Count Recycling Ener Board <br />478 ActingWozniak reported on the purchase, effective January 1, 2016, of the <br />479 Newport rce & Recovery Facility, creating a publically owned waste <br />480 processing facility. Member Wozniak reviewed the benefits to the public ensuring <br />481 where their waste ended up outside of a landfill; with contracts to be renegotiated <br />482 with recyclers, landfills, and union operators currently employed at the facility over <br />483 the next three months. <br />484 <br />485 At the request of Member Seigler, Member Wozniak stated that he didn't anticipate <br />486 any rate reduction for taxpayers, but over the next 25 years, it should result in <br />487 public/private ownership rates much lower than projected at the facility under <br />488 private ownership. At this time, Member Wozniak noted that the counties are <br />489 subsidizing haulers to deliver to the facility via a rebate, rather than to a landfill, <br />Page 11 of 13 <br />
