This is an important distinction because again, each City employs <br />211 a different philosophy in how it funds the direct and indirect costs of providing services. <br />212 <br />213 Roseville's philosophy is to ensure that all indirect costs are reflected in the water and sewer rates. This <br />214 results in higher water and sewer rates.
