Roseville Public Works, Environment and <br />Transportation Commission <br />Agenda Item <br />Date: October 27, 2015 Item No: 6 <br />Item Description: Water Service Presentation and Discussion <br />Background: <br />Recently the Public Works Commission and the City Council have had questions and discussions <br />related to the ownership and maintenance of utility services that connect to the City owned main <br />lines. This month we will focus on the Water services. <br />The City of Roseville differentiates ownership of the water distribution system between the <br />public system and private service connections to the public system. City Code establishes that <br />the property owner owns and maintains the water service from the connection at the main to the <br />private structure, this includes the curb stop, which is a valve that allows the City to turn the <br />water off to the private building. Some cities do maintain the service line up to, and including, <br />the curb stop. <br />Staff will provide a short presentation highlighting the different elements of the water <br />distribution system, the maintenance activities performed by the City on the main lines, and the <br />typical issues and maintenance activities on the private service lines. Some additional discussion <br />will also occur on available insurance programs for property owners that cover the service lines. <br />Recommended Action: <br />Receive presentation on water services and discuss recommended changes to any City policies or <br />operating practices. <br />Attachments: <br />A.
