epart t A val <br />Y• l� �� <br />Item Description: <br />BACKGROUND <br />��� <br />� <br />REQUEST FOR CITY COUNCIL ACTION <br />Agenda Date: 11/16/2015 <br />Agenda Item: 14.d <br />City Manager Approval <br />City of Roseville Request to Amend § 1011.04 Tree Preservation and <br />Restoration in all Districts <br />� Back in May 2015, the City Council approved the hiring of Sambatek and S& S Tree Specialists <br />2 to complete the tree preservation updating. <br />3 On July 6, 2015, Ben Gozola (Sambatek) and Mark Rehder (S & S Tree Specialists) were <br />� present to listen and discuss with the Planning Commission and City Council revisions to the <br />� tree preservation requirements and other associated items (see Attachment C). At the conclusion <br />, of the meeting, the City Council requested a check-back prior to the proposed amendments being <br />r forwarded to the Planning Commission for public hearing and a recommendation. <br />?� On August 24, 2015, Mr. Gozola and Mr. Rehder presented a draft of their revisions to the tree <br />� preservation requirements to the Council and were given additional comments as well as <br />� o direction to proceed through the formal review and approval process (see Attachment C). <br />i i PLANNING COMMISSION ACTION <br />� � On October 7, 2015, the duly noticed public hearing was held regarding the proposed text <br />�,; amendments to §101 l.04 Tree Preservation and Restoration in all Districts. Mr. Gozola and Mr. <br />��� Rehder presented the proposed amendments to the Planning Commission for their consideration. <br />� � No citizens were in attendance to address this matter, but Commissioners did have questions and <br />�� suggestions concerning a number of areas of the proposed amendment (Attachment B). The <br />� 7 Planning Commission ultimately voted 6-1 to recommended approval of the amendments, <br />�8 subject to the following modifications: <br />1�J <br />2v <br />2.'1 <br />L._' <br />23 <br />2,'• <br />2.:.> <br />26 <br />1. All references in the draft ordinance to "specimen" trees needs to be revised to "significant" <br />trees <br />2. In the "Deiinitions" section add information about what certifications are required to be <br />designated as a certified arborist or registered forester. <br />3. Revise page l, line 28, revised to read: "...Multi-stem trees shall be considered, or as <br />determined by a certified arborist, as one tree. .." <br />4. Revise page 3, lines 92-93 so the language is clear about disturbing more than 5,000 square <br />feet of ground cover. <br />2�� 5.
