Definitions bein added or amended:
2 Arborist, Certified An individual who holds a current certification frorre the International
3 SocieryofArboriculture.
4 Caliper Inch— The standard of tree trunk measurement. for replacement or landscaping trees. The
5 caliper inch measurement of the trunk shall be taken at six (6) inches above the ground for trees
6 up to and including four (4) inch caliper size, and twelve (12) inches above the grountl for trees
larger than four (4) inch caliper.
Diameter Breast Height (DBH) — The diameter of trees at fireast height, rreeasured 4`/z feet (54
inches) above the ground. The diameter of a multi-stemmed tree that splits below 4. S feet shall be
1 measured at the smallest diameter below the split for both deciduous and coniferous trees.
' 1 Dripline — A vertical line extending from the outer surface of a tree's firanch tips down to the
_ ground.
13 Forester, Degreed — A person who holds a minimum of a Baehelor of Science degree in
14 arboriculture, urban forestry or similar field from an accredited academic institution.
15 Tree — A self-supporting woody perennial having one or several self-supporting stems or trunks
16 and numerous branches which normally attains an overall height of75 feet at maturiry. Trees
1 may be classified as deciduous or coniferous.
1 Tree, Invasive — Any tree species that is not native to Minnesota or its regional ecosystem that
1 can spread or be spread into any non-cultivated soil site and establish itself, expanding the plant
2 species' population by its own volition anc generally harm, cestroy or prevent native plants.
Z Inva.rive tree species include Norway Maple, Black Locust, Arreur Maple, Siberian Elm, and
22 Buckthorn.
23 Tree, Coniferous/Evergreen Tree — A woody plant having, foliage on the outerrrcost portions of
24 the branches year-round which at maturity i.s at least twelve (12) feet or more in height.
25 Tamaracks and Larch are included as coniferous tree species.
7_6 Tree, Deciduous — A woody plant, which sheds leaves annually, having a defined crown and at
2 maturity as at least fzfteen (I S) feet or more in height.
2 Tree Protection Zone — An area around a tree defined by either the tree's uniyue dripline, or the
2 tree's typical root protection zone.
Typical Root Protection Zone A circle radius around a tree in feet equal to 1.25 time.s the tree's
9 diameter breast height for both deciduous antl coniferous trees.
JL
Attachment D
Comment [BGAl]: To ensure only
qualified individuals are pxeparing tree
preservatiou plans, we have now defined
"certified arboiist' and "degreed forester."
Comment [BGA2]: A definition for
`dripline" has now been added as we allow
applicants, at their discretion, to require a
greater protectioi zone via dripline if they
so choose to do so.
Comment [BGA3]: By creating a
"typieaP' root pmtection zoue, we establish
a systcm where MOST trees will be fully
protected. Individual trees and species
types may have root zones chat protrude
further than this standard, but completing
individual assessments on a per tree basis
can place a large financia] burden on an
applicant. As this ordinance will impact
individual properry owners and notjust
deep pocket developers, instituting a
reasonable approach was our goaL Note
that many communiSies use a 1:1 ratio, and
some use a 1: 1.5; we have chosen this
intermediate ratio, but would also support
an increase to 1.5 lo be more conservative.
S&S believes eitlier will work (with 1.5
obviously providing additional roLcction).
Should an applicant wish to be MORE
proteetive, this ordinance would allow them
to utilize driplines to define protection
boundaries, but in no instance would a
protection zone be any Iess thao the defined
Typical Root Protection Zone.
