Regular City Council Meeting <br />Monday, October 19, 2015 <br />Page 18 <br />Council needed to rely on its professional staff at the front end followed by that <br />advisory coinmission input. <br />Councilmember McGehee clarified that she was not suggesting anything beyond <br />staff's ability to offload more mundane assignments directly versus coming to the <br />City Council for a formal charge of those tasks and seeking assistance more in- <br />fonnally. Councilmember McGehee stated that she would support that process. <br />Mayor Roe suggested it may be more appropriate, if and when applicable, that <br />such a process work through the Volunteer Coordinator, which Councilmember <br />McGehee agreed was a good idea. <br />City Manager Tnidgeon clarified that he was hearing the City Council direct staff <br />to prepare a schedule of milestones for the City Council to review and potentially <br />adopt in the future. Mr. Trudgeon advised that staff would start digging into the <br />details and make sure advisory commissions were aware of their potential in- <br />volveinent in the future moving forward. <br />Regarding structure, Mayor Roe sought clarification froin Councilmember <br />Laliberte on her concept for the product coming back to the City Council from <br />staff. Based on his understanding, Mayor Roe suggested a written description of <br />areas and basic general starting outlines, but not necessarily inchiding all the de- <br />tails or timelines, for initial City Council approval and to be revised later as the <br />process continued to evolve, but allowing something to be in place as a starting <br />frameworlc prior to 2016; and again without too much detail involved at that <br />point. <br />Councilmember Laliberte agreed with Mayor Roe's understanding, and suggested <br />another good thing to have would be to adopt standards for each target, or provide <br />smaller targets under the initial target for adoption, and defining what that ineant <br />(e.g. various asset categories) to make it clear for future City Councils and benefit <br />the community going forward and infonn the work of those fuhire City Councils <br />in an easy-to-understand format for periodic updating. <br />Mayor Roe suggested identifying asset categories with the ability to measure the <br />level of condition for each category as a strategic initiative. <br />City Manager Trudgeon advised that, unless the City Council was wedded to this <br />current format (Attachment A), staff could refonnat it coinpletely to lay it out in a <br />more reader- and user-friendly document. <br />Mayor Roe agreed with that reformatting, suggesting also including areas to iden- <br />tify staff, City Council and/or advisory coinmission responsibilities, as well as <br />public input opportunities. <br />
