Regular City Council Meeting <br />Monday, October 19, 2015 <br />Page 19 <br />Council member Etten addressed current headings and strategic priorities and <br />KOI's and suggested key outcome indicator be changed to strategic initiatives. He <br />also questioned those titles beyond the new "strategic initiatives" column. Coun- <br />cilmeinber Etten noted that since the initiatives would be acted upon, he found <br />targets are largely outcomes and should be listed on the other side of the 4t1i col- <br />umn and renamed outcomes and the column known as strategic initiatives becom- <br />ing Goals or goals area. <br />Mayor Roe agreed with that, but suggested "outcomestargets" remain where it is <br />now, providing the outcoine you want to achieve and then listing how to achieve <br />those outcomes. <br />In reviewing those things currently listed under "strategic initiatives," Coun- <br />cilmember Etten opined that out of that you could create actions, such as "in- <br />crease community meeting value, etc that would be a result of the other column <br />rather than the other way around. However, as stated by Mayor Roe, Coun- <br />cilmember Etten admitted he could understand that concept of the "target." <br />Mayor Roe noted that would address how strategic planning was done, including <br />where we want to be and how to get there. <br />Councilmember McGehee suggested, instead of "KOI," titlingit "Areas oflnter- <br />est." <br />Councilmeinber Etten stated he didn't like the word `initiative." <br />Mayor Roe noted there was obviously a philosophical layout issue with the doc- <br />ument and two different ways to look at it from the perspectives of Councilmem- <br />bers Etten and McGehee in moving "target" to the end of the list as where you <br />wanted to end up. However, Mayor Roe stated his perspective was that if the <br />"target" was first on the list, it would drive everything after that, opining that it <br />inade more sense to put it on the list earlier rather than at the end. <br />Councilmembers Etten and McGehee agreed with Mayor Roe's process as stated. <br />Councilmember Laliberte stated that another thing she would appreciate and <br />soinething not included in this document, was tools to use in measuring those <br />things — in whatever format staff chose — that would be consistent for each area. <br />Councilmember Willmus opined that even if in transition with the "Housing and <br />Redevelopment" strategic priority, there appeared to be a clear understanding of <br />what to do or enhanced tools needed for the "Infrastriicture Sustainability" strate- <br />gic priority. Therefore, Councilmember Willinus opined that the real discussion <br />was in the Housing & Redevelopment area, and tools needed to accomplish a stra- <br />tegic focus or initiative for reliable KOPs. <br />
