See pages 7 - 15 - for excerpt of the Park & Recreation joint meeting. <br />Regular City Council Meeting <br />Monday, November 16, 2015 <br />Page 6 <br />1 <br />Councilmember Willmus expressed his commitment to a 1 year to 18 month max - <br />2 <br />imum lease term; suggesting the lease agreement be structured for a 1 year term <br />3 <br />with 6 months options in order to hold the City Council accountable to resolve <br />4 <br />this situation sooner rather than later. Regarding staff's comment about property <br />5 <br />owner responsibilities to retrofit a space for a tenant (e.g. fixtures or carpet), <br />6 <br />Councilmember Willmus noted that most prospective landlords won't ante up any <br />7 <br />money since tenants typically pay for those amenities. Councilmember Willmus <br />8 <br />reiterated that his intent in a short-term lease was to set a deadline for the City <br />9 <br />Council to make a decision; and suggested if the city was in a position to get by <br />10 <br />during the interim, perhaps an additional storage area was not even needed during <br />11 <br />that interim period. <br />12 <br />13 <br />Councilmember McGehee noted, while attending the Open House at Vogel Sheet <br />14 <br />Metal's facility, there were several nice docks/bays that were not being used at <br />15 <br />this time and suggested staff research that possibility. <br />16 <br />17 <br />At the request of Councilmember Laliberte, City Manager Trudgeon advised that <br />18 <br />the armory building had been vacated and was currently empty; and while provid- <br />19 <br />ing lots of space, questioned if it was suitable for the City's needs and/or future <br />20 <br />use. <br />21 <br />22 <br />MOTION <br />23 <br />Etten moved, Roe seconded, to allow staff to pursue a lease for storage space for <br />24 <br />1 year to 18 months, or for the shortest term possibly available, at an annual lease <br />25 <br />rate not to exceed $25,000. <br />26 <br />27 <br />AMENDMENT TO THE MOTION <br />28 <br />Willmus moved that the term of the lease agreement in the proposed motion not <br />29 <br />exceed 18 months. <br />30 <br />31 <br />Mayor Roe declared the motion failed due to lack of a second. <br />32 <br />33 <br />Councilmember Etten stated that with the language of his original motion, his in - <br />34 <br />tent was that any lease term negotiated by staff of longer duration than the 18 <br />35 <br />months would require staff to return to the City Council for approval. However, <br />36 <br />Councilmember Etten also noted staff's rationale in seeking a longer term in at - <br />37 <br />tempting to get this accomplished as soon as possible, and while his motion lim- <br />38 <br />ited the term and sought some specificity, it still left things flexible enough for <br />39 <br />' staff to be able to negotiate a lease agreement. <br />40 <br />41 <br />Roll Call <br />42 <br />Ayes: Etten and Roe. <br />43 <br />Nays: Willmus, Laliberte and McGehee. <br />44 <br />Motion failed <br />45 <br />
