Councilmember Etten agreed that a new building is <br />4 <br />needed, and recognized that the costs provided in this analysis by the Commission <br />5 <br />in rehabilitating the existing building were just a starting point with many un - <br />6 <br />knowns that may come up. Councilmember Etten opined that it would be cost - <br />7 <br />effective for a new building to have some basement storage versus tearing down <br />8 <br />or adding to the existing storage shed currently serving for cart storage. Coun- <br />9 <br />cilmember Etten further opined that he would find that a positive thing, and by <br />10 <br />putting that storage underneath he building it would save costs in replacing that <br />11 <br />other garage and could be accomplished relatively inexpensively by simply allow - <br />12 <br />ing for a full basement versus standard footings. <br />13 <br />14 <br />Councilmember Laliberte also agreed with her colleagues, and added that as the <br />15 <br />City begins going down this road in addressing how to make it revenue -neutral by <br />16 <br />rental opportunities, seating capacity and other considerations, it also address the <br />17 <br />broader issues in other areas. Councilmember Laliberte noted previous discus - <br />18 <br />sions related to space needs for the License Center and services offered there; and <br />19 <br />if a new building or opportunity moves forward for the golf course, asked that <br />20 <br />those broader discussions come into the picture as part of that conversation in <br />21 <br />thinking outside the box and in a longer, sustainable way. Councilmember <br />22 <br />Laliberte expressed appreciation for Commissioner Holt's comment about the <br />23 <br />need to have the entire community weigh in on the various options available. <br />24 <br />25 <br />Mayor Roe also agreed with his colleagues and opined that the CIP and funding <br />26 <br />remained the key issue. In the earlier discussion with the Commission about the <br />27 <br />Parks & Recreation Program and funding, Mayor Roe expressed his appreciation <br />28 <br />with the Commission's feedback and recommendation for funding this through <br />29 <br />the golf course, especially since the majority of those general facilities continued <br />30 <br />to struggle to reach a sustainability point and their cause wasn't helped by adding <br />31 <br />to the needs. Mayor Roe noted that one issue for the Commission to consider in <br />32 <br />their option for issuing revenue bonds to pay for this improvement was that this <br />33 <br />would represent an annual cost of $80,000 to $90,000 for that principal and inter - <br />34 <br />est payment. <br />35 <br />36 <br />Regarding Councilmember Etten's comment related to an underground mainte- <br />37 <br />nance/storage garage, Councilmember Willmus asked that diligence be given to <br />38 <br />that suggestion given the negative impacts it may have for those other uses and <br />39 <br />'jgatherings using the space (e.g. air quality, noise, ventilation issues and sew - <br />40 <br />er/water usage for an underground facility). Councilmember Willmus asked that <br />41 <br />those additional costs be weighed in when considering that underground option <br />42 <br />and compared with a stand-alone facility similar to the current one. <br />43 <br />44 <br />Mayor Roe supported Councilmember Laliberte's preference for including com- <br />45 <br />munity input in this process.
