To:Parks and Recreation Commission <br />From:Lonnie Brokke <br />Date:September 30, 2015 <br />Re:Notes forCommission Meeting onTuesday,October 6,2015 <br />Introductions <br />1. <br />Public Comment Invited <br />2. <br />Approval of Minutes of the September 1,2015Meeting <br />3. <br />Enclosedis a copy of the minutes of September 1,2015.Please be prepared to approve or <br />amend. <br />Requested Commission Action <br />:Approve/amend meetingminutesof September 1, 2015. <br />Park Dedication –Use of Funds <br />4. <br />At your June 15, 2015 joint meeting with the City Council, it was suggested that you <br />reviewand provide a recommendation onthe future use of Park Dedication Funds. <br />In September you discussed a draft policy preparedand suggestedby Mayor Dan Roe <br />to consider(included in packet). After discussion (seeminutes of meeting) it was <br />determined that this would be a topic when Chair Stoner and Commissioners Gelbach <br />and Holt met with representatives of the Finance Commission. That meeting occurred <br />on Wednesday, September 16, 2015 (agendaattached). The meetingresulted in <br />representatives of both commissions feeling pretty comfortable with the proposed <br />policy with the understanding that a minimum balance (amount yet to be identified) <br />would always be held for potential acquisition. <br />The City Council has suggested that you providea recommendation on how you think the <br />Park Dedication Fund should be earmarked/allocated. <br />Requested Commission Action: <br />Discuss, modify or confirm policy ideasand identify next <br />step. <br />Park Dedication Annual Rate Review <br />5. <br />This item is an effort to maintain a consistent periodic review of park dedication rates. <br />The most recent increase for residential rates was November 2011 when the rates were <br />increased from $3,000 to $3,500 per unit. Based upon the survey of other communities, <br />system needs, CIP, Master Plan outline of needs and the fact that a relatively recent <br />increaseoccurredto keep pace, it may be appropriate for the rates to remain and be <br />reviewed again next year. <br />The Commercial Park Dedication was adjusted from 5% of FMVto 7% of FMV in 2012. <br />Based upon the survey of other communities, system needs, CIP, Master Plan outline of <br />needs and the fact that a relatively recent increase occurred to keep pace, it may be <br />appropriate for the rates to remain and be reviewed again next year. <br />Enclosed is a survey of rates in surrounding metropolitan communities. <br />Requested Action <br />: Discuss and consider the Park Dedication rates. <br /> <br />
