<br />18.025 Abrogation and Greater Restrictions. It is not intended by this ordinance to repeal, <br />abrogate, or impair any existing easements, covenants, or deed restrictions. However, where this <br />ordinance imposes greater restrictions, the provisions of this ordinance shall prevail. <br /> <br />18.026 Administration. <br /> <br />18.026.1 Enforcement. The Community Development Director is responsible for the overall <br />administration and enforcement of this ordinance. Any violation of the provisions of this <br />ordinance, the provisions of any permit issued in accordance with this ordinance or failure to <br />comply with any of its requirements (including violations of conditions and safeguards established <br />in connection with grants of variances or conditional uses) shall constitute a misdemeanor and <br />shall be punishable as defined by law or as otherwise provided in the Municipal Code of the City <br />of Roseville. <br /> <br />18.026.2 Permits Required. In addition to any permit requirements of an underlying district or <br />specific shoreland or waterfront improvements, permits are required for the construction of <br />retaining walls, driveways, parking lots, patios, fences, water related accessory structures, <br />watercraft accessory devices and signs within the building setback area from the ordinary high <br />water mark. Application for a permit shall be made to the Community Development Director or <br />the Director's designee on the forms provided. The application shall include the necessary <br />information including visual displays, soil, slope and vegetation protection plans so that city staff <br />can determine the site's suitability for the intended use. <br /> <br />All permits within the Shoreland, Wetland, and Storm Water Management Chapter must specify a <br />termination date, not to exceed 12 months from the date of issuance. A permit may be <br />determined to be null and void by the Community Development Director if it is determined after <br />issuance that false supporting information was filed with the permit application. As part of any <br />such determination, the Director may issue a stop work order, post the same on-site, send a copy <br />by certified mail to the permittee and determine what other enforcement action is necessary. <br /> <br />18.026.3 Certificate of Zoning Compliance. The Community Development Director shall issue <br />a certificate of zoning compliance for each activity requiring a permit as specified in this <br />ordinance. This certificate shall specify that the use of land conforms to the requirements of this <br />ordinance. <br /> <br />18.030 Designation of Water Management Overlay Districts <br /> <br />18.030.1 The Water Management Overlay District hereby created and is divided into the <br />following subdistricts as shown on the Official Zoning Map or an attachment thereto; the <br />Shoreland District, the Wetland Protection District, and the Storm Water District. The amended <br />Official Zoning Map, with water management overlay districts, is hereby adopted by reference <br />and declared to be a part of this ordinance. Said Official Zoning Map shall be on file in the office <br />of the Community Development Director. The Community Development Director shall maintain <br /> <br />9 <br />
