626 SOLAR ENERGY EASEMENT: See renewable energy easement.
<br />627 SOLAR ENERGY SYSTEM: A device or structural design feature, a substantial purpose of which is
<br />628 to provide daylight for interior lighting or provide for the collection, storage and distribution of solar
<br />629 energy for space heating or cooling, electricity generating, or water heating.
<br />630 SOLAR HEAT EXCHANGER: A component of a solar energy device that is used to transfer heat
<br />631 from one substance to another, either liquid or gas.
<br />632 SOLAR HOT WATER SYSTEM: A system that includes a solar collectar and a heat exchanger that
<br />633 heats or preheats water for building heating systems or other hot water needs, including residential
<br />634 domestic hot water and hot water for commercial processes.
<br />635 SOLAR MOUNTING DEVICES: Devices that allow the mounting of a solar collector onto a roof
<br />636 surface or the ground.
<br />637 SOLAR STORAGE UNIT: A component of a solar energy device that is used to store solar generated
<br />638 electricity or heat for later use.
<br />639 SOLAR SYSTEM, ACTIVE: A solar energy system that transforms solar energy into another form of
<br />640 energy or transfers heat from a collector to another medium using mechanical, electrical, or chemical
<br />641 means.
<br />642 SOLAR SYSTEM, BUILDING-INTEGRATED: An active solar system that is an integral part of a
<br />643 principal or accessory building, rather than a separate mechanical device, replacing or substituting for
<br />644 an architectural or structural component of the building. Building-integrated systems include but are
<br />645 not limited to photovoltaic or hot water solar systems that are contained within roofing materials,
<br />646 windows, skylights, and awnings.
<br />647 SOLAR SYSTEM, GRID-INTERTIE: A photovoltaic solar system that is connected to an electric
<br />648 circuit served by an electric utility company.
<br />649 SOLAR SYSTEM, OFF-GRID: A photovoltaic solar system in which the circuits energized by the
<br />650 solar system are not electrically connected in any way to electric circuits that are served by an electric
<br />651 utility company.
<br />652 SOLAR SYSTEM, PASSIVE: A solar energy system that captures solar light or heat without
<br />653 transforming it to another form of energy or transferring the energy via a heat exchanger.
<br />654 START OF CONSTRUCTION: For the purpose of floodplain regulation only, the date the building
<br />655 permit was issued, provided the actual start of construction, repair, reconstruction, rehabilitation,
<br />656 addition, placement, or other improvement was within 180 days of the permit date. The actual start
<br />657 means either the first placement of permanent construction on a site, such as the pouring of slab or
<br />658 footings, the installation of piles, the construction of columns, or any work beyond initial excavation,
<br />659 or the placement of a manufactured home on a foundation. Permanent construction does not include
<br />660 land preparation, such as clearing, grading and filling, nor does it include the installation of streets
<br />661 and/or walkways, nor does it include excavation for a basement, footings, piers or foundations or the
<br />662 erection of temporary forms, nor does it include the installation on the property of accessory buildings,
<br />663 such as garages or sheds not occupied as dwelling units or not part of the main structure. For an
<br />664 alteration, the actual start of construction means the first alteration of any wall, ceiling, floor or other
<br />665 structural part of a building, whether or not that alteration affects the external dimensions of the
<br />666 building.
<br />667 STATE: The word "State" shall mean the State of Minnesota.
<br />668 STORAGE, OUTDOOR: See outdoor storage.
<br />669 STORY: A story is that portion of a building, other than a basement or mezzanine, included between
<br />670 the surface of any floor and the surface of the floor next above it, or if there be no floor above it, then
<br />671 the space between the floor and the ceiling next above it. For the purposes of this ordinance, there shall
<br />672 be only one basement which shall be counted as a story when the front exterior wall of the basement
<br />673 level is exposed more than 50%.
<br />674 STREET: A public right-of-way which affords a primary means of access to abutting property.
