Before you tonight is the initial draft of the ordinance, <br />again brought forward for initial Council consideration prior to moving forward for a public hearing. General <br />goals we were asked to achieve included: <br />• Approve PUDs as an overlay district to ensure that underlying zoning will apply to issues not <br />specifically addressed by the PUD <br />• PUDs cannot be a variance work around. ., there must be trade-offs <br />• Documentation of the give and take must be provided by the applicant <br />• Flexibility should extend to at least building placement, trees & landscaping, open spaces, parking <br />standards, and exterior materia/s <br />• Tradeotfs should include at least better storm water management, Increased setbacks & buffering, <br />sustainability improvements, and structured parking <br />• Do not tie PUDs to specific types of developments <br />• Keep some creativity in the process to allow for new and exciting things to come forward <br />First Draft <br />At the request of staff, the draft before Council tonight incorporates some changes to the 11/16/15 draft that <br />were requested by staff. If you had prepared comments for the November discussion that was tabled, please <br />review this new draft as some issues may have already been addressed. <br />
