Attachment C <br />1 (A) IPlanned Unit Developments� <br />2 (1) �Purpose and Inten� <br />3 (a) The purpose of the Planned Unit Development (PUD) zoning district is to provide greater <br />4 flexibility in the development of neighborhoods and non-residential areas in order to <br />5 achieve more creative development outcomes while remaining economically viable and <br />6 marketable. This is achieved by undertaking a process that results in a development <br />7 outcome exceeding that which is rypically achievable through the underlying zoning <br />8 disri-ict. The City reserves the right to deny establishment of a PUD overlay district and <br />9 direct a developer to re-apply tmder the standard applicable zoning district if it is <br />10 determined that proposed benefits do not justify requested flexibilities. <br />11 (b) Overarching goals (not requirements) of�the City in approving a PUD include but are not <br />12 limited to: <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />(i) Higher standards of site and building design such that a new development appears <br />attractive and inviring from all surrounding parcels; <br />(ii) Greater utilization of new technologies in building design, construction, and land <br />development; <br />(iii) A more creative and efficient use of land than would otherwise be possible; <br />(iv) Incorparation of extensive landscaping and site amenities in excess of what is <br />required by code; <br />(v) Creation of high-quality park, open space, and trail opportunities that exceed the <br />expectations established in the Comprehensive Plan; <br />(vi) Enhanced access to a convenient and efficient multi-modal transportation option to <br />service the daily needs of residents at peak and non-peak use levels, with high <br />connectivity to the larger community. <br />(vii) Creative designs that reduce initial infrastructure costs as well as long-term <br />maintenance and operational costs; <br />(viii) The preservation and enhancement of desirable site characteristics (including flora <br />and fauna, scenic views, screening, etc); <br />(ix) Flexibility in design and construction to alleviate anticipated impacts to nearby <br />properties. <br />Page l of 13 <br />/ Comment [BGAl]: As it is �Fairly <br />unimportant at this point iu the process, we <br />/ have not identified a specific location in code <br />as of yet f'or this languagc. Moving forward, <br />we will work with staff to tind the ideal <br />location within the current code framework. <br />Comment [BGA2]: This is the section that <br />tells potential applicanCs what the City wishes <br />to achieve through the PUD process, and sets <br />the stage for futme decision making on what is <br />an acceptable PUD. <br />� Gomment [BGA3]: While we did our best to <br />articulate specif c goals For future PUDs from <br />what we've heard, we would appreciate <br />Council's additions or eliminations to this list. <br />Results from that discussion may feed into <br />additiona] edits to the suggested areas of <br />llexibility in subsection (7), and/or the PUD <br />review cnteria in subsection (8). <br />
