Complete applications shall be reviewed by City Commissions as <br />deemed necessary by the CominuniYy Development Department, including a public hearing <br />before the Planning Commission, and be acted upon by Yhe City Council according to the <br />process set forth in Chapter 108 of this Code. �If a proposed PUD is denied, any subsequent <br />application for a substantially similar PUD within one (l ) year of the date of denial shall fully <br />address all findings which supported the denial prior to being accepted as complete�. <br />(3) Reflection on the Official Zoning Map <br />51 (a) PUD provisions provide an optional method of regulating land use which permits <br />52 flexibiliry from standard regulating provisions. �Establishment of a PUD shall require <br />53 adoption of an ordinance creating an overlay zoning district atop the boundaries of the <br />54 development area.� Far each PUD District, a specific ordinance shall be adopted <br />55 establishing all rules which shall supersede underlying zoning.
