Department Approval <br />�-��-, �------ <br />��� <br />� <br />REQUEST FOR COUNCIL ACTION <br />Date: December 7, 2015 <br />Item No.: 8.e <br />City Manager Approval <br />Item Description: Rosedale Expansion Site — Public Improvement Contract Approval <br />BACKGROUND <br />On November 16, 2015 the Roseville City Council approved a Planned Unit Development <br />(PUD) amendment to Agreement 3608, Rosedale Center. The Council also approved the Final <br />Plat of Rosedale Center Fifth Addition. Both were approved subject to the terms of the plat and <br />PUD amendment. <br />One of the requirements of the PUD approval was for the developer to enter into a Public <br />Improvement Contract (PIC) for the City to install a second left turn ]ane for westbound traffic at <br />the County Road B2 at southbound Snelling Avenue access. This improvement was identified in <br />a traffic study conducted by the Developer's engineer as operating at an unacceptable condition. <br />The improvements at this intersection include the following; <br />o Relocation of the eastbound right turn and through lanes <br />o Reconfiguration of existing northbound free right turn lane into conventional <br />signal controlled right turn lane. <br />o Relocation and/or replacement of two traffic signal poles (northwest corner and <br />southeast corner) <br />DISCUSSION <br />The Developer, Jones Lang LaSalle (JLL) has worked with the City to develop the Public <br />Improvement Contact. <br />Some of the key provisions of the contract include; <br />• The public improvements would be done through a City contract. The improvements <br />would be prepared by a consulting firm mutually agreed to by the City and the Developer <br />and approved by Ramsey County and the Minnesota Department of Transportation <br />(MNDOT). <br />The Developer has an opportunity to review and comment on the contractors bid price <br />prior to award of a contract. <br />• The improvement is set to be completed prior to September 1, 2017. <br />Additional improvements may occur at the same time but the cos� of these improvements would <br />be covered by Ramsey County, the Minnesota Department of Transportation and the City of <br />Page 1 of 2 <br />
