._ Roseville per standard Cost Participation policies of said agencies. These possible improvements <br />. include: <br />_ • Sidewalk installation along the north side of County Road B2 between the northbound <br />� and southbound Snelling Ave ramps <br />.. • The complete replacement of the signal system at the subject intersection <br />� • The extension of the eastbound left turn lane at the subject intersection <br />. The attached contract has been reviewed by the City Attorney. There may be some minor <br />. additional revisions prior to the meeting Monday subject to additional comments by the <br />_ developer's attorney and review and approval of the City attorney. <br />. FINANCIAL IMPLICATIONS <br />:. The estimated cost of these improvements based on preliminary figures provided by the <br />�. Developer's engineering consultant is approximately $400,000. <br />�� The contract as presented has the City paying for the cost of the improvements upfront and <br />�� assessing all costs related to the project to the Developer including; design, inspection, contract <br />-, administration and city staff time related to the improvement,. The Developer's costs would be <br />� assessed to the property over ten (10) years with a 5% interest rate. The assessments would <br />likely begin in 2018. The Developer waives the need for any public hearings under Minnesota <br />� Chapter 429 and also waives any claim that the amount thereof levied against the Property is <br /><. excessive, together with all rights to any proceedings or hearings under Minnesota Statutes <br />������ Chapter 429, and all rights to appeal in the courts. <br />.. City staff is continuing to work with Ramsey County and Mn/DOT on other potential elements <br />�� to these improvements that may be paid for by the County and/or Mn/DOT. The costs of these <br />_�� � additional improvements, such as a potential sidewalk on the north side of County Road B2, <br />� would not be the responsibility of the Developer. Any costs on the City's part based on in place <br />:, cost participation policies of Ramsey County and/or Mn/DOT would paid for using the City's <br />�� Municipal State Aid funds. <br />.
