Regular City Council Meeting <br />Monday, November 16, 2015 <br />Page 11 <br />Cominissioner Stoner responded affirmatively. <br />Mayor Roe thanlced the Commission for their initial draft, recognizing that repre- <br />sentatives of the Finance Commission present tonight also wanted to speak to the <br />document, advising that he would open discussion for public comment after hear- <br />ing this next itein from the Parks & Recreation Coinmission. <br />Cedarholm Golf Course Clubhouse Imbrovement Options dated October 29, 2015 <br />(Attachment B� <br />Chair Stoner reported on the Coinmission's review of this issue and areas identi- <br />fied by and tasked by the City Council as listed, inclucling seeking public input on <br />potential options. As part of their research and analysis, Chair Stoner noted that <br />the Commission had evaluated the current building versus a new structure, with <br />four options provided as detailed in Attachment B, and further outlined and bro- <br />ken down in Attachment C, including how to accomplish that without additional <br />impacts to the tax levy. <br />City Council and Parlc & Recreation Commission Discussion <br />Councilmember McGehee, on this report and recominendations of the Commis- <br />sion, offered her absolute agreement and expressed her appreciation for the op- <br />tions given. From previous reports by the Coinmission, Councilmember McGe- <br />hee stated that the golf course saw usage by Roseville residents at 29%, but <br />sought clarification on the differential in fees/costs for residents and non- <br />residents. Councilineinber McGehee opined this was a vahiable asset for Rose- <br />ville based on its demographics — young and old — and suggested great potential if <br />other functions, rentals and cross-country slciing during the winter months were <br />made available in the fiiture. Councilmeinber McGehee opined that the Commis- <br />sion was on the right track. <br />Councilmember Willmus concurred with the comments of Councilmember <br />McGehee; and opined that the current building had gone far beyond its useful life <br />expectancy, and therefore opined it would be a mistake to try to renovate it. <br />Councilmember Willmus stated that, going forward, he thought it important that <br />the Coinmission had recognized the need to identify revenue to help offset costs, <br />which he found a critical part of the discussion. Councilmember Willmus also <br />noted the need for that discussion to include the context of the building needsed <br />going forward, whether to be primarily focused on golf, or something different; <br />stating his preference for developing various scenarios. In the event in the future <br />that Cedarholm should be changed or repurposed, Councilmeinber Willmus noted <br />that the building could have other uses; and while not interested in selling that <br />property at this time, there may come a time in the future when it needs to be re- <br />purposed. Therefore, Councilmember Willmus opined that how the building is <br />constructed and/or laid out could accommodate potential future needs facing the <br />community. <br />
