Regular City Council Meeting
Monday, November 16, 2015
Page 12
Councilmeinber Etten agreed with a lot of the cominents of Councilmembers
McGehee and Willinus, stating that it doesn't_make sense to limit the size of the
building and potential uses. Councilmember Etten agreed that a new building is
needed, and recognized that the costs provided in this analysis by the Commission
in rehabilitating the existing building were just a starting point with many un-
knowns that may come up. Councilmember Etten opined that it would be cost-
effective for a new building to have some basement storage versus tearing down
or adding to the existing storage shed currently serving for cart storage. Coun-
cilmember Etten further opined that he would find that a positive thing, and by
putting that storage underneath he building it would save costs in replacing that
other garage and could be accomplished relatively inexpensively by simply allow-
ing for a full basement versus standard footings.
Councilmember Laliberte also agreed with her colleaglzes, and added that as the
City begins going down this road in addressing how to make it revenue-neutral by
rental opportunities, seating capacity and other considerations, it also address the
broader issues in other areas. Councilmember Laliberte noted previous discus-
sions related to space needs for the License Center and services offered there; and
if a new building or opportunity moves forward for the golf course, asked that
those broader discussions come into the pichire as part of that conversation in
thinlcing outside the box and in a longer, sustainable way. Councihnember
Laliberte expressed appreciation for Cominissioner Holt's comment about the
need to have the entire community weigh in on the various options available.
Mayor Roe also agreed with his colleagues and opined that the CIP and funding
remained the key issue. In the earlier discussion with the Cominission about the
Parlcs & Recreation Program and funding, Mayor Roe expressed his appreciation
with the Commission's feedbacic and recommendation for funding this through
the golf course, especially since the majority of those general facilities continued
to struggle to reach a sustainability point and their cause wasn't helped by adding
to the needs. Mayor Roe noted that one issue for the Cominission to consider-
there is an option for issuing revenue bonds to pay for this iinprovement and that
this would represent an annual cost of $80,000 to $90,000 for that principal and
interest payment.
Regarding Councihnember Etten's coinment related to an underground mainte-
nance/storage garage, Councilinember Willmus asked that diligence be given to
that suggestion given the negative impacts it may have for those other uses and
gatherings using the space (e.g. air quality, noise, ventilation issues and sew-
er/water usage for an underground facility). Councilineinber Willmus asked that
those additional costs be weighed in when considering that underground option
and compared with a stand-alone facility similar to the current one.
Mayor Roe supported Councilmember Laliberte's preference for including coin-
munity input in this process. Mayor Roe recognized the Parlc & Recreation
